Director, Birth to Three Program

Under the supervision of Children’s Program Director. Responsible for the overall operation of the Easterseals Birth to Three Program and ensures compliance with all aspects of the Contract for Services between the Connecticut Birth to Three System/OEC/DSS and Easterseals, while complying to all federal and state mandates.

Areas of Responsibility: 
  • Utilize staff efficiently and identify staffing needs to ensure program remains “in rotation”
  • Assigning staff to cases dependent on territory as well as family concerns
  • Attend and participate in community collaboration meetings
  • Attend quarterly B23 Provider Meetings
  • Contact new CDI referrals within 24 hours of referral
  • Transfer cases as necessary while collaborating with other B23 providers
  • Assign evaluation teams to new referrals depending on child concerns and territory
  • Complete multidiscipline developmental evaluations
  • Write B23 report that are compliant with B23 standards and DSS regulations
  • Facilitate transitions with local educational agencies
  • Maintain modified caseload
  • Provide service coordination  for families on caseload
  • Facilitate communication between families, family liaison, PCG  and service coordinator as needed
  • Maintain community partnerships and collaborations with programs such as Head Start, TVCCA, DCF, Families First, United Community Family Services, etc. as well as pediatricians and other medical professionals
  • Manage staff caseloads, including new services, exit data, case compliance
  • Facilitate weekly team meetings for both offices
  • Maintain expertise in the area of Early Intervention
  • Maintain high level understanding of B23 policy and contract, IDEA Part C parent rights and DSS regulations as well as monitor changes as needed while ensuring staff understanding and compliance of regulations and rights
  • Monitor and facilitate billing, fee for service for Birth to Three Program, monitoring i.e. billing for DSS, commercial insurance, complete monthly invoice, approval and sign off
  • Perform other related duties as required.

Educational Background: 
Bachelors in related Early Childhood/Rehabilitation field required.   Master’s Degree in related Early Childhood/Rehabilitation field strongly preferred.

  • Equipment knowledge of; Computer, Birth to Three Data System (Spider), Medisoft system, Office 365, Billing Portal, excel, DSS billing, B23 website, assistive technology
  • This position may be authorized to have access to protected Health Information (PHI) to perform specific job duties. 
  • Maintain DCF mandated reporter status
  • Maintain CPR/First Aid certification
  • A minimum of three years of experience delivering Birth to Three services required.
  • A minimum of three years supervisor experience required.
