FHI 360 seeks a Youth and Workforce Development Specialist for the USAID Agriculture and Food-Systems Development Activity that aims to increase economic interdependence and interest across ethnic divides in Burma through the development of agriculture and food systems. The Youth and Workforce Development Specialist will lead youth engagement activities and oversee interventions to ensure youth are meaningfully included in targeted value chains. S/he will seek off-farm opportunities to engage youth in agribusiness, access to finance, ICT, and nutrition; and ensures integration of youth protection strategies.

Areas of Responsibility: 
  • Lead community youth mapping activities in project implementation areas;
  • Work closely with local youth-serving NGOs for community youth mapping;
  • Provide guidance to project staff on youth inclusion in all program areas;
  • Conduct youth analysis at program outset to inform activity design;
  • Manage activities that help workers in the zone of influence adapt old skills to new industries and develop new workers prepared for the industries that will drive the region’s future;
  • Deliver technical assistance to stakeholders to build capacity around development of inclusive practices and policies;
  • Incorporate youth and inclusion issues in all activities, including the analysis of policies and legislation and advocacy;
  • Work closely with field and HQ staff, and technical specialists to develop appropriate content delivery via various dissemination channels for illiterate, semi-literate and literate populations; and
  • Develop annual project work plans in collaboration with field staff and contribute inputs to all donor related reporting mechanisms.
Educational Background: 
Minimum Bachelor’s degree in agriculture, economics, finance, business, public administration, education, or related development field;
Skills/Experience: 
  • Minimum 5 years’ experience in youth-focused agricultural programming;
  • Previous experience in youth and workforce development interventions;
  • Experience in training, capacity building, advocacy and outreach;
  • USAID experience preferred; and
  • Written and oral proficiency in English and Burmese. Other local languages are also highly desirable.
