The Technical Specialist – Myanmar will support the execution of a workplan to develop a more breastfeeding-friendly health system in Myanmar and to establish centers of excellence for breastfeeding, including activities to strengthen and scale up effective interventions to improve breastfeeding rates, including: early essential newborn care (EENC), monitoring and enforcement of the Code of Marketing of Breastmilk Substitutes (Order of Marketing of Formulated Food for Infant and Young Child) in health facilities, the Ten Steps to Successful Breastfeeding, provision of counseling on infant and young child feeding (IYCF), and social and behavior change (SBC) communication on IYCF, in line with government priorities and in coordination with stakeholders.
- Technical support: Provide technical support to increase the uptake of A&T policy, advocacy, behavior change communications and breastfeeding-friendly health system approaches, tools and materials. Provide technical support and oversee the establishment and implementation of centers of excellence for breastfeeding.
- Evidence generation: Support development and updates of situation analyses, including gathering and reviewing studies, polices and materials, stakeholder and opinion leader assessments. Support implementation of research in collaboration with partners and contractors, including in-country studies on the impact of paid maternity leave and the Code.
- Strategic Communication: Develop strategic communication products in collaboration with partners and contractors for policy, advocacy, behavior change communication, and centers of excellence for breastfeeding.
- Representation and engagement: Represent A&T in relevant Government, and partner meetings, workshops, working groups and networks.
- Measurement, learning and evaluation: Support measurement, learning and evaluation activities, including monitoring tools and progress in the implementation of the workplans and contribute to project evaluations.
- Documentation and dissemination: Contribute to the documentation, dissemination and reporting of A&T activities, experiences and results for partner and donor updates, publications, social media and relevant communication channels. Facilitate cross-country and cross-donor learning as appropriate.

- At least 5-8 years’ experience on infant and young child health and nutrition issues.
- Demonstrated experience in working with local government sector is critical.
- Excellent communication, and organization skills are required. Must be able to read, write, and speak fluent Myanmar and English.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
- Prior work experience in a non-governmental organization (NGO), multilateral organization, government agency, or private company.

- Working knowledge of concepts, practices and procedures with providing technical support for research studies.
