FHI 360 seeks a Social and Behavior Change Communications (SBCC) Specialist for the USAID Agriculture and Food-Systems Development Activity that aims to increase economic interdependence and interest across ethnic divides in Burma through the development of agriculture and food systems. The SBCC Specialist will oversee and provide technical leadership in the design, implementation and monitoring of appropriate communications interventions across program technical areas in close cooperation with technical staff, the Chief of Party, implementing partners, stakeholders, USAID and other donors operating in the country. This position will be based in either Yangon or Mandalay with frequent travel to field implementation sites.

Areas of Responsibility: 
  • Identify barriers and develop and refine as needed all relevant SBCC related tools and materials in close collaboration with technical staff, stakeholders and USAID;
  • Design materials and interventions that are inclusive and tailored to literate, semi-literate and illiterate populations via a variety of communication channels;
  • Conduct training sessions for project staff to strengthen capacity in behavior change methodologies and their integration and application/use;
  • Work closely with technical staff to integrate relevant messaging into and manage the use of SBCC tools and materials across project;
  • Contribute to and provide inputs of annual work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, collection / sharing of lessons learned;
  • Provide technical assistance to project staff, implementing partners, and other stakeholders; and
  • Document lessons learned, evaluate impact, and modify SBCC approaches as needed.
Educational Background: 
Minimum Bachelor’s degree in International Communication; Social Marketing; International Development; Communications; or a related field;
Skills/Experience: 
  • Minimum 5 years’ experience working in communications or behavior change in Burma;
  • Experience developing behavior change initiatives in a combination of health and nutrition, livelihoods, gender, and agricultural development or similar initiative;
  • Applied knowledge/use of evidence-based behavior change practices;
  • Experience as a trainer and demonstrated success in sharing information to target populations and communities, as well as for stakeholders, implementing partners, USAID, and other donors;
  • Demonstrated capacity to develop and disseminate information through a variety of behavior change-oriented communications channels tailored to literate, semi-literate and illiterate populations; and
  • Written and oral proficiency in English and Burmese. Other ethnic languages are also highly desirable.
