FHI 360 seeks a Community Development and Conflict Specialist for the USAID Agriculture and Food-Systems Development Activity that aims to increase economic interdependence and interest across ethnic divides in Burma through the development of agriculture and food systems. The Community Development and Conflict Specialist will oversee and provide conflict-sensitive technical leadership in the design, implementation and monitoring of appropriate locally driven and designed local economic development (LED) interventions in the ZOIs to ensure a locally driven and owned process. The Community Development Conflict Specialist will work in close cooperation with technical staff, the Chief of Party, implementing partners, stakeholders, USAID and other donors operating in the country.

Areas of Responsibility: 
  • Lead project programming related to increasing social cohesion and building social capital among diverse ethnic groups;
  • Monitor rapidly evolving conflicts zones and at-risk areas that relate to program implementation;
  • Design LED activities that are conflict-sensitive, inclusive and tailored to literate, semi-literate and illiterate populations via a variety of appropriate communication channels;
  • Lead whole system in the room community workshops to develop collaborative action plans;
  • Develop economic activities that harness and mobilize local, human, social, financial and natural capital towards the achievement of peace and stability;
  • Identify and collaborate with various stakeholders to support inclusive business initiatives between urban and rural communities affected by conflict;
  • Contribute to and provide inputs of annual work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, collection/sharing of lessons learned;
  • Provide technical assistance and conflict-sensitive capacity building to project staff, implementing partners, and other stakeholders; and
  • Document lessons learned related, evaluate impact and modify community development approaches as needed.
Educational Background: 
Minimum Bachelor’s degree in conflict and peacebuilding, sociology, anthropology, international development, or a related field;
Skills/Experience: 
  • Minimum 8 years’ experience developing collaborative community action plans;
  • Familiarity with the local Burmese laws and regulations that encourage or inhibit the capacity of local community groups to engage in value chains;
  • Proven ability to work across various ethnic groups and stakeholders and develop cooperative action plans;
  • Previous experience working in conflict-affected or sensitive communities to develop initiatives designed to promote cooperation and collaboration;
  • Demonstrated capacity to develop and disseminate information through a variety of communication channels tailored to literate, semi-literate and illiterate populations; and
  • Written and oral proficiency in English and Burmese required. Other ethnic languages are also highly desirable.
