FHI 360 is hiring a full-time “Technical Advisor – Safeguarding” to provide leadership and build organizational capacity on Prevention of Sexual Exploitation and Abuse (PSEA), Safeguarding of Children (SC), and Combatting Trafficking in Persons (CTIP). The Technical Advisor will sit in the Gender Equality and Social Inclusion (GESI) Hub and report to the Director, GESI. The position will provide cross-organizational technical support for proposal development and during project implementation, working closely with Chiefs of Party, operating units and Enterprise Services. The Technical Advisor will provide strategic and functional leadership in the implementation of FHI 360’s Protecting Program Participants from Sexual Exploitation and Abuse Policy, FHI 360’s Combatting Trafficking in Persons Policy and FHI 360 Safeguarding of Children Policy, including creating additional guidance and tools for programs, and for planning and implementing roll out and monitoring of the tools. Given that both this safeguarding Technical Advisor position and FHI 360’s PSEA policy are new, the Technical Advisor will play an important role in helping to shape the organization’s thinking, structures, capacity, processes and tools while remaining flexible in an evolving field.   

Areas of Responsibility: 
  • Lead in the development and implementation of a global cross-departmental workplan, designed to ensure full implementation of FHI 360 policies and implementation guidance to protect program beneficiaries.  The workplan should address training, capacity building, and additional guidelines/tool development.  Work will be conducted in collaboration with the Operations Management team, including Contract Management Services (CMS) and regional/country leadership, Office of Compliance and Internal Audits (OCIA), Human Resources, Communications, and the Office of General Counsel. 
  • Continuously monitor and provide regular updates on the workplan to support Executive Leadership in ensuring that organizational efforts are in line with policies, donor requirements and minimum standards for safeguarding.       

Technical and capacity strengthening  

  • Update and/or develop programmatic guidance and checklists for proposal and project teams/leadership on PSEA, CP, and TIP  
  • Develop and carry out trainings and capacity building plans for local teams implementing development and humanitarian projects globally 
  • Finalize programmatic guidance on Community Engagement and Accountability to Affected Populations, including Community Based Complaints Mechanisms and a how to guide the development of an in-country referral protocol for helping survivors/victims to access services.  Roll out guidance globally and provide technical support to project teams as required to implement and monitor progress and challenges.  
  • In collaboration with HR and global/regional/country program leadership, create, maintain, capacitate and support a global network of Safeguarding Focal Points.   
  • In collaboration with local Safeguarding Focal Points oversee development of referral directory and system in each country where FHI 360 has program participants to ensure proper support for survivors/victims.  
  • Contribute to project design, start-up and implementation phases to integrate PSEA, CP and TIP best practices into new and current humanitarian and development projects.  
  • Assess capacity and knowledge of new and current project teams for PSEA, CP, and TIP, and design and implement ongoing, targeted training and engagement to build capacity of project teams. 
  • Provide technical support, coaching and quality assurance to project-level Crisis Response Safeguarding Technical Advisors and Officers where they exist.  
  • Lead the development of PSEA, CP, and TIP technical content for capacity strengthening efforts of local partner organizations, subs and suppliers in all target countries where FHI 360 has a programmatic presence; review country developed training materials, tools, processes and procedures to ensure that technical design in protection mainstreaming meets sectoral standards. 
  • Create process and systems for projects to monitor and report on local partners' application and impact of protection policies and guidance. Make recommendations to projects and partners for improving and applying best practices in PSEA and protection mainstreaming.  
  • Institutionalize PSEA, CP, and TIP mechanisms more solidly across sectors and within the organization, including how we ensure trainings are sustained despite turnover and transitions.  
  • Create protocols and trainings for country office staff to manage CBCMs, monitor partner organizations and vendors, and report activities that violate Safeguarding policies 

Accountability, Learning, Integrated Case Management  

  • Contribute to the development of a comprehensive audit tool to assess country structures, programs and teams’ (humanitarian and development) compliance with minimum standards for PSEA and preventing/addressing sexual misconduct, TIP and CP.   
  • Utilize outcomes of the audit process to guide the design and implementation of initial and ongoing proactive, targeted training to build capacity of project teams to reduce risk.  
  • Ensure continuous learning related to SEA base on organizational performance and experience.
  • Coordinate the development of supporting guidance and communication materials for policy, procedures, and roles of FHI 360 staff and update and incorporate lessons learned into procedures.    
  • Serve as a resource to OCIA during investigations of SEA violations and collaborate with OCIA during investigation to ensure that proper support and services are provided to survivors via Safeguarding Focal Points.   
  • Provide technical assistance and subject matter expertise to OCIA and Legal on SEA, CP, and TIP cases, as requested. 
  • Incorporate learnings from PSEA, CP, and TIP complaints and cases into programmatic guidance, tools and trainings. 
  • In collaboration with the Safeguarding Committee, lead periodic reviews on case statistics, cases, analytics, trends, challenges and lessons learned to continually improve response and prevention efforts.     

Coordination  

  • Work across departments to implement recommendations from the management implications report from investigations.   
  • Ensure regular communications occur regarding the safeguarding strategy and workplan deliverables (in coordination with Communications).  
  • Liaise with the Safeguarding Committee.   
  • Liaise with Legal department to ensure proper implementation and any necessary revision of the 3 policies on PSEA, Safeguarding of Children, and TIP. 
  • Collaborate with Learning + Development including providing technical assistance and subject matter expertise for all global prevention training and learning products and activities. 
  • Provide technical assistance and subject matter expertise to internal Communications for global awareness raising messages and comms. 
  • In collaboration with HR, coordinate the incorporation of safeguarding into job descriptions, recruitment practices, vetting, performance management plans. 
  • In coordination with Contracts, ensure the incorporation of safeguarding into partner assessments, agreements, vendor vetting and agreements etc.    
  • Harness both HQ-based and country-based experts at FHI 360 who can support technical and programmatic efforts.    

Representation  

  • Represent FHI 360 in external bodies, meetings and communities of practice sharing FHI 360’s Safeguarding work and ensuring that the organization stays abreast of current trends in safeguarding, as well as plays a global thought-leadership role so that other organizations look to FHI 360 as meeting and exceeding industry standards on safeguarding.   
  • Stay up to date on donor requirements.    
Educational Background: 
A Master’s degree in one of the following fields is required: international development, public health, human rights, gender, psychology, sociology, international law, or another relevant social science field.  
Skills/Experience: 
  • A minimum of 8 years of professional experience in design, implementation and management of protection or GBV programming and PSEA actions within direct field-based programmatic delivery of aid, preferably with the UN, a humanitarian organization, and/or international NGO. At least 2 years working in each/both humanitarian and development contexts. 
  • Familiarity with the latest development in protection mainstreaming around PSEA, CP and TIP, including, inter-agency PSEA responses and humanitarian cluster systems as well as international standards and normative guidance around PSEA, CP, and TIP. 
  • Demonstrated commitment to and experience in implementing programs using a survivor/victim-centered approach. 
  • Demonstrated ability to oversee and leads projects, set realistic priorities, and plan for the successful implementation of activities.  
  • Informed of current program developments in technical area. 
  • Experience in project design and proposal development. Experience in writing content for proposals.  
  • Excellent communication skills. Proven ability to work independently under difficult conditions, as well as collaboratively on teams. 
  • Excellent facilitation, training, networking and advocacy skills. Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.  
  • Fluency in English is required.  Knowledge of another official UN language is considered as an asset.
