The US Presidents Malaria Initiative (PMI) Impact Malaria project is PMI’s flagship global malaria service delivery project, helping to improve the quality and increase the delivery of malaria diagnosis and treatment services in up to 27 countries around the world. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.

PMI Impact Malaria works with national malaria control programs to help tackle these challenges by:

  • Closing the gaps in malaria service delivery to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner.
  • Unlocking the potential of key drug-based approaches, by helping countries to introduce, implement, and scale-up proven innovations to move countries forward in their elimination efforts, according to each country’s unique malaria situation.
  • Strengthening malaria health systems and the use of data for decision-making to link operational research and country-led dialogue with global technical leadership for the means of accelerating service delivery improvements and advancing key learnings.

Areas of Responsibility: 

The Senior Technical Advisor (STA) for PMI Impact Malaria leads the projects technical strategy, project design and ensures the quality of the technical support to countries.  As a member of the Senior Management Team, the STA directly manages a technical team of five staff at HQ and is responsible for mentoring and guiding a network of technical advisors in the countries in which we work across Africa and Asia. In addition, the STA is responsible for harnessing the technical expertise of the staff in the partner organizations on the contract, including Jhpiego, MCDI and UCSF-MEI.  Working with the Senior Management team, the Senior Technical Advisor will help work to translate the clients needs into action, and to help inform the client of the needs at the global and field level.  The senior technical advisor will help to identify technical bottlenecks and elevate them.  Finally, the STA will represent the project at global technical forums and conferences, to share our learning and help inform policy, as well as lead the projects engagement with the RBM partnership at the global and regional levels.

Essential Functions

  • Provide strong leadership, mentorship and coordination to the HQ and field technical teams at IM, to ensure the project delivers on the technical elements of the core and country workplans.
  • Set project technical strategy and lead the development of the technical component of the core workplans.
  • Work through the lead project manager to monitor the technical components of the IM Core and country Workplans and IM OR studies; identify and resolve issues to ensure project success.
  • Coordinate the technical deep-dives with the client, and demonstrate technical leadership to the PMI HQ team.
  • Supervise and support the Project M&E team and support them in the development of the project datahub, ensuring its effective implementation and the quality of data collected.
  • Facilitating a process for reviewing the data from the project data hub for improved for improved decision making both internally and with the client.
  • Stay current on PMI and WHO policies related to malaria service delivery.  Lead training of IM staff as appropriate on new updates and flag changes to project strategy as appropriate.
  • Actively engage in the project leadership as a member of the IM leadership team, including providing technical direction.
  • Work with the communications officer at IM and Lead a process to plan for, develop and publish project learning in peer reviewed journals, conference and other technical fora.
Educational Background: 
A Master’s degree or higher in public health, medical sciences or in a related field with extensive field experience. Training as an MD would be an advantage.

The basics:

  • At least 15 years of professional experience working on malaria control programs.
  • At least 10 years of senior technical leadership designing and implementing malaria-related service delivery activities in collaboration with developing countries.
  • A minimum of 5 years of direct supervision of a technical team.
  • Published experience in malaria case management and service delivery.
  • Must be able to communicate and work in English.
  • Ability to interact professionally in one of the following foreign languages (Spanish, Portuguese, or French an advantage.
  • Ability to think strategically and move proactively and nimbly to deliver projects within the constraints of schedule, budget and scope. Adaptability to changing requests or timelines will be important.
  • The ability to work under pressure and handle multiple tasks simultaneously, including results from multiple countries.
  • Cultural sensitivity and adaptability to changing contexts and communication styles.
  • Ability to travel up to 30% of time.
  • References will be required.
  • The successful candidate will be required to pass a background check.
  • Must be authorized to work in the U.S.
