The Implementer-Led Design, Evidence, Analysis and Learning (IDEAL) activity aims to enhance the food and nutrition security of vulnerable populations through improving the design, implementation, and overall effectiveness of development and emergency food security activities funded by USAID’s Office of Food for Peace (FFP). A key component of the IDEAL activity is the Small Grants Program, which supports opportunities for FFP implementing partners and other organizations working in food security to conduct activity-based operations research, fill gaps in tools for capacity building and learning, conduct desk reviews, and other activities to support more effective and sustainable approaches to food security programming.

The Small Grants Manager will be responsible for the day-to-day operation of the Small Grants Program, ensuring successful launch of the application process, review and awarding processes, sound administrative and financial management, and timely reporting. This role will provide direct support to and supervision of small grants awardees (Subrecipients), including oversight of financial and administrative compliance, and timely flow of funds to Subrecipients.

Areas of Responsibility: 

Small Grants Management 60%

  • Oversee the implementation of the Small Grants Program processes at each stage of the subaward cycle, including small grant application, selection, implementation, payment, reporting, monitoring and evaluation, and closeout, exercising independent judgment and discretion on significant matters related to these processes;
  • Under the guidance and support of the IDEAL Associate Director for Award and Budget Management, adapt or create IDEAL-specific tools and forms for: small grant applications, pre-award assessment, selection, small grant agreements, detailed small grant budgets, reporting, amendments, closeout forms, and a status tracker for managing these various stages;
  • Conduct pre-award assessments of potential small grantees to ensure they meet IDEAL activity eligibility and selection criteria;
  • Participate in drafting microgrant, program improvement award and research award RFAs;
  • Convene the IDEAL activity small grant review and selection committee to review small grant applications and select small grant awardees (Subrecipients);
  • Orient Subrecipients to Save the Children’s requirements, and USAID regulations as needed;
  • Monitor small grant projects’ implementation (compliance and progress) by reviewing monthly and quarterly reports and through site visits as needed;
  • Provide administrative and financial management assistance to strengthen and support the work of Subrecipient organizations;
  • Ensure through site visits or other means as appropriate that financial mechanisms are in place and that small grant program funds are accounted for and used as outlined in the subaward agreement; and,
  • Monitor advances to Subrecipients, review reimbursements, and assist with Subrecipient audits.

Communications, Knowledge Management and Programmatic Support (25%)

  • Under the guidance of the Deputy Director – Management and in collaboration with Strategic Learning and Capacity Development Advisor, ensure that the small grants awards directly respond to the FFP learning agenda themes and issues identified by implementing partners through communities of practice, thematic working groups, and stakeholder consultations;
  • In collaboration with the IDEAL Communications Specialist and Knowledge Management Senior Specialist, produce information sheets, reports, info graphics, and presentations to document and promote the work of the IDEAL Small Grants Program;
  • With the Deputy Director – Management, represent the IDEAL Small Grants Program at IDEAL’s domestic and international knowledge sharing meetings and other relevant learning and capacity building events;
  • Support the design and facilitation of webinars, conference sessions, or recorded videos to highlight tools, activities, or findings/results funded by the Small Grants Program; and,
  • Assist in the planning and production of regional and international knowledge sharing meetings, including material development, session organization, and logistics and facilitation support.

Administrative (15%)

  • Manage the Small Grant Program mailboxes in Outlook on a daily basis;
  • Organize and maintain program files with the IDEAL team filing system, in Outlook and in hard copy; and,
  • Maintain tools and forms for: small grants applications, agreements, and budgets, pre-award assessments; selection and review process; reporting; amendments; and closeout forms.
Educational Background: 
High School or Technical/Vocational Degree
Skills/Experience: 
  • A minimum 3-5 years' experience in project management and financial management and oversight of U.S. Government-funded grants and contracts compliance
  • Strong written and verbal communication skills
  • Excellent MS Excel and financial management skills, including analysis of financial information
  • Ability to follow through on tasks to completion
  • Proactive approach to work and ability to identify and implement effective processes for achieving outcomes
  • A high degree of flexibility and adaptability in order to respond to changing needs, comfort dealing with ambiguity
  • Committed team player with strong interpersonal skills
  • Commitment to goals and values of Save the Children and to improving the food security situation for vulnerable populations
  • Willingness and ability to travel primarily internationally 15-20% of the time.

Preferred Qualifications

  • Bachelor’s or Master’s degree in field related to international development;
  • Knowledge of USAID rules and regulations for awards and cost principles for non-profit organizations
  • Experience working with an international NGO and in the context of food security programming.
