FHI 360’s United States Programs business unit (USBU) includes a diverse portfolio of programs focused on three main drivers of success: health, education, and workforce development. These programs use proven and innovative strategies and services for positive social change, including social marketing and communication, technical assistance, policy analysis, curriculum development, and program evaluation, to address critical challenges such as reducing childhood obesity, increasing HIV prevention and treatment, improving early childhood education, increasing college and career readiness, supporting children and young persons with disabilities, and building workforce skills.

The Business Development Director of United States Programs will work closely with the unit director, department directors, and other portfolio directors to develop and executive business development plans for the above, and with FHI360’s corporate communications, strategy, business development, and pricing teams to leverage necessary organizational support.  The objective of this collaborative work is to secure funding for new/expanded work in our portfolios by leading and managing activities through all phases of our business development cycle. Such activities include identifying and prioritizing opportunities; establishing an active pipeline of bids; conducting effective capture and preparation; coordinating market intelligence; strategic positioning; and proposal management. S/he will develop a network of internal and external partners and proposal writers/editors that are relevant to our US portfolios and with the unit’s leaders will cultivate relationships with a diverse set of funders and clients, including federal, state and local government agencies; foundations and corporations; and other non-profit organizations.

The Business Development Director will also support proposal managers in the development and submission of proposals, and serve in that capacity him/herself when needed.  Performance in this position will be measured by successful development and execution of business plans, maintenance and growth of current portfolios, diversification of funding and partner organizations, and facilitation of new contracts and grants.

Areas of Responsibility: 
  • Work with leaders and other staff of USBU and the strategy and business development departments to gather and disseminate market intelligence.
  • Lead the development and execution of business development plan in coordination with leaders of our unit, departments and portfolios.
  • Review opportunities in collaboration with USBU colleagues and others and draft bid strategies.
  • Identify and support the development, maintenance and expansion of partnerships with funders, clients and other strategic collaborators.
  • Monitor and coordinate other business development activities within the USBU and with other units as needed, and manage proposal development and submission.
  • Develop and coordinate learning and training in business development and proposal development for USBU staff.
  • Develop capture strategies and lead or support proposal teams as necessary.
  • Supervise the work of proposal managers.
  • Assist with recruitment of staff to be identified in proposals.
  • Develop and update capability statements and other documentation of experience in our practice areas. Coordinate regular updating of resumes and bios.
Educational Background: 
A bachelor’s degree, or 9 years of experience and a master’s degree.
Skills/Experience: 
  • Minimum of 11 years of relevant professional experience
  • At least five years of experience in business development in increasingly senior roles related to landscape analysis and strategy development, capture and partnership building, proposal design and management.
  • Demonstrated experience in securing funding from US federal agencies – especially US Education Department, HHS and CDC, local governments, foundations and corporations. Experience with GSA schedules preferred.
  • Strong understanding of the contract and grant opportunities associated with USBU’s practice areas, including the variety of vehicles for funding – e.g., contracts, grants, cooperative agreements, IDIQs and BPAs – and submission requirements.
  • Ability to collaborate across practice areas and departments.
  • Ability to work in high pressure situations with hard deadlines.
  • Excellent oral and written communication skills.
