The Award Manager is a key member of the Award Management team of the Department of Global Health responsible for managing a portfolio of medium to high-risk awards.

The primary responsibility is to ensure donor compliance and successful implementation for medium to high-risk awards from opportunity to closeout.  This position is accountable for meeting award management targets and metrics for the caseload of awards, and for ensuring any reportees have the skills and resources necessary to perform their functions effectively. This position must ensure timely implementation, and effective flow of information and resources to Save the Children International via our Award Management and Financial systems. The award manager liaises with relevant stakeholders, particularly technical, finance, procurement and fund-raising staff, as well as country office award managers. The Manager problem-solves to ensure health of the caseload of awards, escalating any issues to their supervisor as needed. 

Areas of Responsibility: 

Essential duties include effectively managing a medium to high-risk award portfolio from startup to closeout in line with donor requirements and agency standards. Award management responsibilities will include financial oversight, donor reporting and sub award management as needed. In addition, the position will support new business development and capacity building efforts for the department.

Monitor and Manage Award Portfolio (60%) 

  • Efficiently manage portfolio of medium to high-risk awards (risk defined by dollar value, funding mechanism and donor requirements) from start up to close out. Work closely with his/her supervisor on implementation of high risk awards in accordance with Save the Children donor guidelines 
  • Serve as primary point of contact on assigned awards with donors, Country Offices and SCUS stakeholders (i.e., Technical Assistance providers, program officers, other Business Teams, Finance, Grants and Contracts, HR, and relevant partners and sub-grantees) 
  • Monitor award implementation, reporting and procurements to ensure compliance and appropriate completion 
  • Track and monitor award budget versus actual expenditures to ensure expense charges are allowable, allocable and reasonable; follow up to ensure any errors are corrected  
  • Track and monitor LOE budget vs actuals for awards in his/her portfolio and/or departmental sharing of LOE as directed to maximize the best use of resources 
  • Ensure all donor communications, requests, amendments, etc. are communicated effectively and quickly addressed and maintained in a readily auditable manner  
  • Support the development of and manage sub-award agreements as needed  
  • Work closely with the CO and HQ staff to ensure smooth project start-up review project timeline, deliverables and donor requirements in detail 
  • Work with Country Office(CO) and Finance to monitor match requirements escalating risk of unmet match to his/her supervisor  
  • Assist with budget planning; compile and analyze award budget submissions 
  • Escalate issues or risks as appropriate   
  • Conduct periodic field visits to monitor project 

Support New Business Development (15%) 

  • Manage the development of concept notes; provide feedback to COs; incorporate reviewer feedback into concept notes  
  • Manage the process of developing and submitting cost proposals in collaboration with SCI and relevant partners  
  • Draft sections of proposals (capability statements, budget narrative, management plan, reps and certs, etc.) as assigned  
  • Draft, edit and coordinate staffing documents for proposals (this may include 1420 Bio-datas, CVs, Bio-statements, Skills Matrices, etc.)  
  • Support country-specific proposal development as requested (support cost coordinator, review narrative and budgets, etc.)  

Donor Reporting (10%) 

  • Facilitate communication and ensure timely, accurate reporting to donors by reviewing donor reports generated by CO 
  • Review (and prepare, as applicable) interim and final donor reports  
  • Coordinate response to donor queries when needed  

Knowledge Management (10%) 

  • Support the department/agency to maintain knowledge management systems, ensuring award files are kept up to date in consistent manner, including posting documents current status, to support backstopping and handover  
  • Support the department/agency to maintain knowledge management systems around resource development (ensuring documents such as proposals, budgets, capacity statements, Past Progress Reports, 1420s, bio statements and etc. are posted on the award management system  
  • Participate in developing best practices, sharing resources, and ongoing trainings 
  • Support Country Office capacity building with training on SCUS donor requirements 

Human Resources Management (5%) 

  • Support the on boarding of new staff members in day-to-day tasks as needed (e.g., administrative procedures, budget coding, travel, financial tracking, newsletters, SaveNet, external website, filing systems, etc.) 
Educational Background: 
Bachelor degree preferred
Skills/Experience: 
  • Minimum 3-5 years' experience in area of expertise
  • A minimum of a High School diploma is requiredExperience in project management, compliance and donor requirements
  • Experience in budget management and financial analysis
  • Intermediate to advanced Excel skills
  • Experience working in INGO environment with USG funded projects
  • Experience coordinating processes with large stakeholder groups
  • Ability to travel internationally up to 20% of the time

Preferred Qualifications

  • Knowledge of USG rules and regulations
  • Proficiency in French
  • Strong written and verbal communication skills
