The Advisor, Global Health Technical Proposal Writer will participate in proposal research and program design, and lead proposal writing efforts to expand global health programming, leveraging Save the Children’s field program experience and technical thought leadership. Save the Children’s Department of Global Health (DGH) has strong expertise in a wide range of thematic (reproductive, maternal, newborn, child, adolescent health, nutrition, HIV) and cross-cutting (social and behavior change, health systems strengthening, WASH, urban health) areas. This role will bring relevant experience to lead and support U.S. government-funded and privately funded opportunities, and will collaborate and coordinate closely with technical and departmental senior leadership and the New Business Development department. To achieve high-quality results, the Advisor, Global Health Technical Proposal Writer is expected to be a successful proposal writer, and team leader and player.

The Advisor, Global Health Technical Proposal Writer is a critical position to advance the agency's strategic growth.  This role will substantially contribute to Save the Children’s ability to competitively and successfully pursue and acquire funding, thereby increasing the agency's resource base for children.

In collaboration with the Sr. Director, Program Development, technical teams, program development staff, and HQ and country office senior leadership, the Advisor, Global Health Technical Proposal Writer is accountable for contributing to DGH resource mobilization goals. This role will work with a team of program development professionals, and on specific proposal teams, will provide expertise and be relied on for serving as lead proposal writer, and for providing essential information and inputs critical to program development functions and processes. 

Areas of Responsibility: 

Exercise independent judgment and discretion on significant matters. After approval by their senior management, objectives are implemented independently, with management support, to determine accomplishment, key milestones and overall success. Functional based policy and practices exist. This role is provided with the "why" and often determines the "what", but must always determine the "how.”

Lead Program Development Resource Mobilization (90%)

Closely collaborating with DGH, New Business Development, and Country Offices:

  • Lead capture planning and positioning for assigned public and private health opportunities.
  • Serve as technical proposal writer for assigned opportunities, collaborating with the technical lead and a variety of technical contributors. Responsible for gathering, reviewing and drafting major sections of the proposal. Write, structure and edit proposal sections within the technical and cost applications to create a compliant and compelling case that will yield the highest possible evaluation score from the donor.
  • Serve as a reviewer for assigned opportunities to ensure alignment with Save the Children approaches and donor criteria.
  • Direct selected proposal development processes, such as developing proposal calendars; designing, leading, or participating in design workshops to develop program strategies and activities; and coordinating and editing of technical, capability, and management inputs.
  • Liaise and coordinate with sub partners to provide clear, complete, and timely instructions and feedback for proposal deliverables.
  • Liaise and coordinate with prime partners to produce high quality competitive proposals, ensuring timely and responsive inputs that maintain and strengthen Save the Children’s reputation as a development partner of choice while effectively representing technical, managerial, and budgetary priorities.
  • Work with Cost Coordinators to provide technical and managerial input for proposal budgeting, ensuring staffing and activity costs align with and are sufficient to undertake proposed program activities.

Strengthen DGH Program Development Capacity and Knowledge Management for Program Development (10%)

  • Collaborate closely with Knowledge Management staff and technical leadership to strengthen DGH program development resources, particularly technical content, global, country and thematic capability statements, and project past performance references.
  • Ensure program development resources are archived, uploaded and available on intranet for ongoing reference.
Educational Background: 
Bachelor’s degree in a related field or equivalent relevant experience.
Skills/Experience: 
  • Excellent writing, editing, computer, and analytical skills, with strong attention to detail.
  • Demonstrated record of accomplishment preparing successful proposals and succinct technical documentation.
  • Minimum 7-10 years’ experience in global health and nutrition.
  • Strong knowledge of USAID programming and technical procurement procedures.
  • Ability to work productively with a diverse range of country office staff, primarily in Africa and Asia.
  • Demonstrates Save the Children’s core values of accountability, collaboration, integrity, ambition, and creativity.
  • Demonstrates ability to work in close collaboration with others to solve problems, make decisions; applies innovative solutions.
  • Experience balancing focus on tasks with attention to building relationships, identifying, monitoring, and strengthening partnerships, and networking with key stakeholders internally, cross functionally and externally.
  • Strong time management and organization skills, with ability to independently schedule and prioritize multiple tasks. 
  • Must be willing and able to travel to support pre-positioning and proposal development efforts in country offices, often on short notice. Estimated 20% international travel.

Preferred Qualifications 

  • Master’s degree in Public Health or a related field.
  • Professional capacity in a second language such as French, Spanish, or Bangla.
  • Knowledge of large private donor programming and procurement procedures.
  • Field-based program work experience.
