The Manager, Grants & Contracts is responsible for providing compliance support for an assigned portfolio of awards which include awards from a broad variety of donors including but not limited to US Government (federal domestic funding such as Dept. of Health and Human services (DHHS), Dept. of Education (DOE), USDA, etc; USAID, OFDA, BPRM), Global Fund, UNHCR, World Bank, WFP, various corporate and foundation funders such as the Gates Foundation, and designated/ undesignated contribution funding.
S/he is also responsible for providing training and capacity building on donor requirements to Save the Children International (Save the Children’s implementation arm), Award Managers (International and domestic programs staff), Country Offices, subrecipients and other stakeholders depending on the current portfolio mix. S/he leads on award set-up in Agresso ERP financial system and reviews data in the Award Management System to ensure accuracy of information; the Manager will also make recommendations for system improvements and assist in developing, maintaining and updating Grants and Contracts resources and tools for organizational use.
Exercises independent judgment and discretion on significant matters related to donor compliance requirements. Requires little or no supervision on routine work assignments, but may require supervision to review work progress and results on non-routine work assignments. Assists in developing the strategic and operational plan keeping in mind the support required for the portfolio. General regulations exist, but incumbent must interpret the regulations. Keeps manager informed of important issues. Builds effective relationships within their immediate or peer workgroup.
Award Support on Proposal, Award and Amendment stages (40%):
- Review and approval of budget and award documents in the AMS system prior to donor submission or acceptance with a focus on supporting compliance. This may include assisting during donor negotiations to ensure that terms and conditions are acceptable and in line with organizational and donor rules and regulations. S/he will conduct meetings with Award Managers and other stakeholders to identify risk and compliance issues and work with them on providing support. Support on other portfolios and other duties as assigned.
Training and Technical Assistance (25%):
- Working in collaboration with other G&C team members, develop and deliver training on donor rules and regulations, AMS and Agresso system support. Develop and administer trainings targeted toward Award Managers, SCI, and other key stakeholders. Provide day-to-day award lifecycle guidance to Award Managers and other internal teams on donor compliance issues. Research and interpretation of donor rules and regulations. Collaborate with training support to deliver webinars on a regular basis. Liaises with AMS helpdesk on systems issues that may arise.
Award setup and maintenance Agresso and AMS (25%):
- The Manager will be responsible for award set up and maintenance in Agresso; s/he will monitor AMS to ensure it is up to date and current with accurate information and will work with the assigned Award Manager and other stakeholders to ensure correct information.
Continuous Improvement and other projects (10%):
- Support continuous improvement projects especially pertaining to risk mitigation and enhancing compliance. S/he will also lead and support in development and rolling out of various policies and procedures pertaining to Grants & Contracts at SCUS. S/he will serve as an expert on policies and regulations for funding from major donors. In addition to providing grants and contracts support on a regular basis, s/he will also make recommendations for system improvements and assist in developing, maintaining and updating Grants and Contracts resources for company-wide use.
Required Qualifications
- Minimum 3-5 years of experience in supporting, applying, and interpreting requirements for awards funded by US Government
- Skilled in analyzing USG award compliance terms and conditions and hands-on award administration experience
- Demonstrated expertise with key regulations such as 2 CFR 200, 22 CFR 228
- Experience in budget review, award negotiation, subaward management, procurement & audit requirements, and dispute resolution
- Experience managing multiple awards in a fast-paced environment
- Outstanding emotional intelligence and ability to ensure confidentiality, diplomacy and problem solving
- Excellent communication skills and customer service orientation
- Quick learner and strong critical thinking skills
- Ability to work collaboratively as a team member with all departments of the organization
- Outstanding attention to details to ensure data quality and accuracy
- Flexibility to adapt to changing work and organizational requirements is essential
- Ability to prioritize work and manage own administrative requirements

Preferred Qualifications
- Experience with a variety of donors and contractual mechanisms
- Experience with USG domestic funding (e.g. Headstart programs via DHHS, DOE, USDA, etc.)
- Familiarity with FAR/AIDAR
- Systems and applications savvy/experience desirable (financial and award management systems, intranet, e-learning, Workplace FB, etc.)
- French proficiency
