POSITION SUMMARY:

The mission of the DC Primary Care Association (DCPCA) is to sustain health centers, advance racial equity, and transform care delivery for residents of the District of Columbia. To accomplish this mission, DCPCA provides policy advocacy, practice transformation and technical assistance services to 15 health center members, including 8 Federally Qualified Health Centers (FQHC) and 1 FQHC Look-Alike (LAL). Together, these health centers deliver integrated medical, dental, behavioral health, and enabling services to more than 1 in 4 District of Columbia residents located at over 50 care delivery sites across DC.

DCPCA’s Health Information Technology (HIT) team is responsible for planning, implementing, and managing technology initiatives that support the health care operations of our health center members as well as other District health care settings. We host and support EMR operations for 10 health care organizations and manage the operations of the Capital Partners in Care (CPC) Health Information Exchange (HIE), which was approved as a Registered HIE Entity in the District of Columbia in February 2020. As an extension of this work, DCPCA advocates for and assists in the implementation and adoption of new health information exchange technologies, and is actively engaged in efforts to build a Health Information Exchange (HIE) network in the District of Columbia that facilitates care coordination among District providers.

In 2010, DCPCA established a technical assistance services program, known as eHealthDC, to lead federal and state funded initiatives focused on offering free technical assistance support and guidance to District providers deemed eligible to participate in Promoting Interoperability Incentive Programs that support their adoption and effective use of EHR and HIE technologies. The team was recently awarded a new grant by the DC Department of Health Care Finance (DHCF) to provide technical assistance to home and community-based providers to aid in their adoption of digital health technologies and achieve HIE connectivity.

The Health IT (HIT) Program Coordinator will be an integral part of DCPCA’s HIT and eHealthDC teams and will provide programmatic and administrative support for work performed under the Home and Community Based Services (HCBS) Digital Health Technical Assistance (TA) grant. The HIT Program Coordinator will work directly with the Health IT Program Manager to provide implementation support for activities related to the planning, execution, and management of the TA delivery team for all grant-related activities.

The ideal candidate brings a broad background of experience in health information technology and/or other health care settings. This talented and organized professional can balance multiple priorities and creatively use available resources to drive transformation. Excellent planning and meeting-facilitation skills are necessary, with the ability to build relationships with diverse stakeholders. This professional will possess a customer-service orientation, with enthusiasm for finding solutions to complicated questions. This is a dynamic position with a high degree of independence and flexibility, allowing space for an entrepreneurial spirit to pursue their passions.

 

Areas of Responsibility: 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program and Administrative Support

  • Support the HIT Program Manager in the coordination and scheduling of all team, client, and leadership meetings and internal work group sessions, including planning meeting logistics, communicating with members, preparing content for meetings, and directing follow-up coordination.
  • Work with the HIT Program Manager to prepare project reports, memos and maintain project records and statistical information.
  • Support the administration of program grants and deliverables including coordination of project activities, tracking deadlines, reporting activities, and convening the stakeholders needed to ensure that deliverables and services provided are of the highest quality.
  • Attend relevant stakeholder and advisory meetings to support overall program implementation and evaluation.
  • Serve as a resource for program participants and partners on key content areas – connecting provider staff and technical assistance team with the tools and resources they need to reach their programmatic and connectivity goals.
  • Work with project Technical Assistance leads and program participants to provide administrative and organizational support around identified needs.
  • Work with project leads to design, develop, and implement program participation assessments and develop workflows to identify opportunities for improvements and viable solutions.
  • Contribute content to update and maintain the eHealthDC website on a regular basis.
  • Support the eHealthDC CRM Lead with the testing and development of data analytic visualization tools to showcase project progress and performance.
  • Perform other duties as assigned.
Educational Background: 
Master’s degree or Bachelor’s degree in relevant field with 3 years of relevant work experience.
Skills/Experience: 
  • Experience working with or in medical provider settings/clinics.
  • Excellent written and oral communication skills.
  • Excellent organizational skills, with an attention to detail.
  • Ability to work effectively with diverse teams.
  • Proven experience with project support and coordination, in particular demonstration of ability to organize various activities and goals, support multiple projects simultaneously, plan strategically, and see projects through to completion.
  • Strong relationship-building skills, with the ability to develop effective relationships and work collaboratively with team members, clinical service providers and other diverse stakeholders (government, community, and business environments).
  • Ability to collaborate with team members, providers, staff, and external organizations.
  • Team-player, ability to work collaboratively and resolve conflicts.
  • Effective analytical and critical thinking skills, with the ability to quickly gather information (quantitative and qualitative), identify trends, and propose solutions.
  • High degree of proficiency with CRM platforms, Smartsheet or other PM software and with MS Office products, including Word, Excel, PowerPoint, and Outlook.

Preferred qualifications:

  • Exposure to and/or experience with electronic health record systems and/or telehealth platforms
  • Knowledge of health information technology systems (electronic health record systems, health information exchange, telehealth platforms).

This position will be based in an office in Washington D.C. and will allow for extensive telework options. This position is primarily sedentary and may require some bending and lifting.
