World Vision (WV) has been awarded a multimillion EUR, 48 month grant from the European Union (EU) to lead a consortium of partners to implement the Accelerating Health Agriculture and Nutrition (AHAN) program under pillar three of the EU’s Partnership for Improved Nutrition in Lao People’s Democratic Republic (PDR). The program is a multi-sectorial integrated nutrition program implemented in three provinces in Southern Laos. Consortium partners include World Vision Australia (lead) with 4 implementing partners: World Vision Laos, Agronomes et Vétérinaires Sans Frontière (AVSF), Green Community Development Association (GCDA) and the Burnet Institute. In addition to this, WV has been awarded an additional 4 million USD ANCP grant (DFAT) to support the match component and expansion of the AHAN program to an additional 25 villages in Salavan Province until June 2022. Together these programs are referred to as the AHAN Program, which comprises approximately 50% of the WV Laos country program.

The AHAN program has the overall objective of creating supportive conditions for enhanced household (HH) nutrition through the following specific objectives:

  • Improved access to and availability of sufficient and/or diverse foods year round
  • Improved dietary and care practices among Women of Reproductive Age and children under 5
  • Reduced incidence of selected Water, Sanitation and Hygiene (WASH) related diseases/illnesses linked to undernutrition
  • Improved gender equitable relations at the HH level, particularly in decision-making and distribution of workload
  • Strengthened multi-sector coordination and support for nutrition. The program will be implemented across three provinces and 12 districts of Lao PDR.

The role of the Program Director (PD) is to provide overall coordination, leadership and oversight of the program, and will be responsible for the overall quality, timeliness and efficiency of the program, and ensuring the program complies with all internal (WV) and donor (EU and ANCP) requirements including financial management and reporting requirements.

Areas of Responsibility: 
  • Managing a large team of implementing staff, technical advisers, and support staff, on a day to day basis
  • Implementation of quality interventions and compliant program operation, aligned to the program design and logframe.
  • Coordination of the implementing partners (WV, AVSF, GCDA and Burnet Institute)
  • Developing annual, quarterly and monthly implementation action plans and related budgets together with the program’s five team leads and ensuring timely implementation of these plans
  • Submission of quality reports to both donor and internal reporting lines. Review of monthly narrative and financial reports for quality, and accuracy
  • Reporting to the Program Steering Committee (chaired by the Country Program Director) every six months on the operational and financial performance of the program, and WVL internal Program Management Unit (PDU).
  • Working collaboratively with WV’s program quality, operations and finance departments to ensure the program is implemented in line with WV’s operational and accountability systems and structures
  • Coordinating with other agencies involved in the implementation of complementary EU funded actions including UNICEF (pillar 1: nutrition governance) and KfW (pillar 3: major water supply systems)
  • Managing government engagement and reporting including participating in government stakeholder meetings, and provincial and district program implementation management committee meetings
  • Managing engagement with other external stakeholders including:
  • Attending annual Development Partners Monitoring Missions by the Government of Lao
  • Attending Development Partners Group meetings (co-convened by the EU and UNICEF)
  • Attending SUN CSA annual general meetings
  • Attending the National Nutrition Forum
  • Managing donor engagement, including meeting regularly with the EU delegation in-country (quarterly) to provide program updates and supporting donor field visits
  • Working collaboratively with the WV Australia Grants/Donor Compliance Manager (acting as coordinator for the lead applicant – World Vision Australia) to ensure lead applicant oversight of progress, donor compliance; communications with the donor and quality reporting for both the EU and ANCP grant.

Overall Leadership and Program Management:

  • Manage a program of 69 full time staff (51 WVL), with an additional 21 part-time support staff, for remaining 33 months of the Program.
  • Direct and oversee all aspects of program implementation, lead the consortium for the EU partnership initiative including ensuring that all Partners meet their obligations under the program, and meet WV and EU compliance standards.
  • Ensure integrated implementation for both grants including compliance for both EU and ANCP regulations and accurate reporting in line with the 2 program designs and log frames.
  • Escalate grant management issues early and openly; resolve grant management issues quickly and fully.

Team Leadership and Personnel Management:

  • Supervise a team of senior-level international and national staff with skills across a diverse set of technical areas.
  • Ensure proper technical capacity of staff to manage complex donor-funded programs.
  • Lead grant staff and short-term consultants.

Financial Management:

  • Manage program budget of 17 Million USD within approved spending levels and ensure accurate and timely financial reports to WVA, who then submits to the donor.

Monitoring, Evaluation, Reporting and Communication:

  • Establish and maintain effective program reporting, monitoring, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor and WV requirements for both the EU and ANCP proposals.

Risk Management:

  • Ensure grant/program expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.

Stakeholder Management:

  • Manage proactive and responsive relationship with WVA as Lead Applicant, Program Partners, Government stakeholders, DFAT and the EU delegation in Laos, in close collaboration with WVI Laos Country Program Director.

Learning and Evidence:

  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact.
  • Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.
  • Identify operational research opportunities and support the development of these opportunities and the sharing of the learning within the wider development community.

Networking and Advocacy:

  • Ensure WV is taking a lead role in nutrition-sensitive agriculture networks in Laos, including seeking cooperation for joint advocacy opportunities.
Educational Background: 
Master’s degree or Post-graduate studies with equivalent experience in a relevant field required. Degree in Public Health, Agriculture or Nutrition an advantage.
Skills/Experience: 
  • Proven ability to manage and lead large, multi-disciplinary teams.
  • Proven experience managing consortiums with multiple implementing partners.
  • Knowledge of donor requirements for grant-funded programs, including policies and regulations (knowledge of donor requirements for EU funded programs an advantage).
  • Proven experience in stakeholder management including working with host-country professionals, government ministries and donors.
  • Strong financial management skills.
  • Strong oral presentation and report writing skills.
  • 10 years’ experience in international development, including at least 5 years in senior grant management positions preferred.
  • Previous experience managing medium to large scale grant-funded programs.
  • Demonstrated ability to manage international development programs in complex political/ cultural environments.
  • Fluency in English.
  • Driver’s license (including ability to drive vehicle).

Preferred Skills, Knowledge and Experience:

  • Previous experience implementing EU funded programs an advantage.
  • Previous experience implementing grant funded programs in Lao PDR or other countries in South or South East Asia.
  • Experience working with an International Non-Government Organization (INGO) and/or UN agency.
  • Experience working in Lao PDR, or other Asian countries an advantage.
  • Experience managing agriculture or nutrition programs.

Work Environment/Travel:

  • Be prepared to travel to implementation sites and national, regional, global meetings as required.
