The Early Childhood Specialist (ECS) provides technical assistance and training to Head Start Grantees in areas related to school readiness, training and career needs of Grantee staff, and collaboration activities. The Head Start Regional T/TA is part of a larger, comprehensive Office of Head Start (OHS) system: the OHS T/TA system. The project will provide technical assistance and training to Migrant and Seasonal Head Start Grantees. 

Areas of Responsibility: 
  • Assist Grantees in the four OHS identified priority areas: School Readiness, Parent, Family and Community Engagement, Collaboration, and Professional Development
  • Submit written reports and other relevant documents related to priorities and deliverables.
  • Assist Grantees to develop the procedures and skills required to gather, aggregate and analyze data obtained through their ongoing child assessment process for the purpose of informing teaching, curriculum implementation, and reports for parents, staff development and training, school readiness goals and program improvement.
  • Provide technical assistance related to the selection and implementation of ongoing child assessment processes that are age, developmentally, linguistically and culturally appropriate to Migrant and Seasonal Head Start Grantees and is inclusive of the Head Start Child Outcomes Framework.
  • Assistant grantees related to the use of this information for the purpose of individualizing for children in center based and family child care settings.
  • Provide training and technical assistance to improve teacher/child interactions as described by the Classroom Assessment Scoring System (CLASS) for center based preschool programs and other measures available that are suitable for programs serving children from birth to three or children in family child care settings.
  • Assist Grantees with the selection and implementation of a research-based, developmentally, culturally, and linguistically appropriate curriculum inclusive of the domains on the Head Start Child Development and Early Learning Framework, Head Start Program Performance Standards and other regulations across the birth to five spectrum
  • Assist Grantees to develop and implement effective mentoring and coaching strategies designed to improve teacher/child interactions classroom quality, and developmental and school readiness outcomes for all children including children with disabilities and dual language learners.
  • Assist grantees in implementing family engagement that is systematic, integrated and comprehensive across program systems and services in support of successful home-school partnerships and children’s school readiness.
  • Assist programs in implementing goals and strategies  that are data driven, support family progress, and relate to program and family targeted Parent Family and Community Engagement (PFCE) Framework Outcomes
  • Assist programs in developing relationship-based competencies for partnering with families
  • Incorporate other tasks specific to early childhood education reflective of evolving national priorities as presented by the Office of Head Start, National Centers, Regional Offices and/or aggregate regional assessment data.
  • Assist local grantees in increasing the number of EHS and HS education and family engagement staff with the appropriate degrees and certificates, as required by the Head Start Act and other relations
  • Expand training activities beyond Head Start agencies to include Child Care and other providers of early childhood development, as resources permit.
  • Work with the state level early childhood team to meet the needs of low-income children from birth to school entry, and their families, at the direction of the RO
  • Assist local grantees in improving their collaboration with child care partners, local education agencies (LEAs) and others partners in their community, as appropriate to support the delivery of high quality services to children and families
  • Participate in Project related meetings/conference calls on a regular and/or as needed basis
  • Travel, nationally, as requested by the ECS Manager and/or T/TA Coordinator as needed, to ensure quality contract performance and to have additional contact for T/TA purposes 
Educational Background: 
Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
Skills/Experience: 
  • Typically requires 5-8 years of relevant experience in management of large projects and/or programs.
  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Must be able to read, write and speak fluent English; fluent in host country language.
  • Experience in specialized technical/medical field of study.
  • Travel Requirements: 50%/Twice a month
