The Deputy Director (DD), Health Funds and Partnerships (HFP), will provide management and strategic direction for the Funds and Partnerships sub-team. The DD will lead all relationships and partnerships with other global health institutions within the scope of the GDP, except for the Global Financing Facility (GFF) and the World Bank (handled by the HF&P Senior Advisor) and support the GFF and the World Bank engagement. The DD will shape the team’s priorities, communicate a clear rationale for choices of the team and provide recommendations to the Director for changes in emphasis or direction. The individual will be a member of the GDP management team and relied upon for ensuring overall team effectiveness. The DD will be expected to recruit and retain great team members, create a culture of inclusivity and set high expectations for results. S/he will be responsible for excellent team relations across the foundation especially with the teams GDP supports and partners with. The DD will provide project briefings and updates to foundation leadership and represent the foundation in meetings with external partners as well as at global and regional conferences and convenings.

Working across GDP and engaging closely with colleagues in Program and Advocacy and Communications (PAC) and Government and Donor Relations (GDR) teams, program strategy teams (PSTs), and Development Policy and Finance (DPAF) team, the DD will have primary accountability for ensuring that overall GDP engagement in global and regional financing instruments and partnerships is intentional, collaborative, evidence-based, and influences for impact. The DD will also oversee the team’s collaboration with key multilaterals and bilaterals where Bill and Melinda Gates foundation (BMGF) has standing memoranda of understanding around partnership collaboration. An additional key focus and area of responsibility of the DD, and working closely with the HF&P Senior Advisor on GFF and The World Bank, will be ensuring that the health systems financing and support through global and regional levers is coherent, leveraged and outcome oriented at global and country levels.

Areas of Responsibility: 
  • Leads a team that works across GDP, PAC, DPAF, and foundation PSTs to ensure that GDP engagement in global and regional investments in global and regional financing mechanisms (including but not limited to Gavi, Global Financing Facility, Global Fund, GPEI, and Lives and Livelihoods Fund) is intentional, collaborative, and influences for impact.
  • Working across GDP and with broader foundation colleagues in DPAF, PAC, maintains a particular focus to ensure that investments in health systems across global and regional levers are focused, leveraged and impact oriented with collaboration of the global financing levers at the country level defined and inspired by country priorities and impact.
  • Oversees collaborative GDP partnerships with multilaterals (e.g. WHO) and bilateral partners (e.g. USAID) and where GDP has memoranda of understanding for programmatic collaboration and cultivate further impactful partnerships.
  • Support the Senior Advisor, Health Funds and Partnerships, who is responsible for GDP/BMGF engagement in the Global Financing Facility and the World Bank to assure GFF success.
  • In collaboration with the HF&P leadership team, shapes a strategy for our engagement with health funds and partnerships with robust theories of change and action.
  • Working closely with GDP and BMGF leadership, consider progress towards a coherent and aligned global health architecture post 2025.
  • Drives to understand whole lever ecosystem; sees connections and conflicts.
  • Builds relationships with internal and external partners.
  • Cultivates a stable of partners who work across health funds and partnerships.
  • Serves as thought partner and knowledge ambassador across GDP, and to other internal / external groups as needed.

  • Facilitates development of annual investment plans and budgets, develops, modifies and implements strategy under the leadership of the Director. Works with foundation leadership as requested to address cross-cutting issues and improve functions and performance.
  • Provides strategic guidance in crafting grants and contracts that require complex research or analytics.
  • Accountable for the identification and assessment of key portfolio risks, and the development and management of mitigation/contingency plans at the portfolio level.
  • Advises, mentors, and supports colleagues within the foundation and their grantees in the design, enhancement, and execution of project, initiatives and engagements. Leads partnerships and grantee relationships to achieve impact, for example, by conducting site visits, convening meetings of key stakeholders, monitoring and evaluating components of grants.
  • This role will lead people and may be responsible for hiring the talent needed to achieve our goals, ensuring successful employee onboarding, communicating performance expectations, creating goal alignment, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned.
Educational Background: 
Advanced degree in public health, public policy, political science, or economics,
Skills/Experience: 
  • Outstanding written and verbal communication skills; including the ability to represent the foundation effectively to audiences in an array of organizations, countries and cultures around the world.
  • Validated ability to lead, commanding presence and excellent reputation within international development communities.
  • Experience or expertise working globally, both in the developing world and developed world. Comfortable in an international environment and able to interpret the multi-cultural nuances in language and action.
  • Proficient in knowledge of the field, issues, and players.
  • Knowledge of and experience with multilateral organizations and global health partnerships working to address health and development issues in the developing world.
  • Strong political instincts and sophistication, strong collaboration skills.
  • Significant management experience (people, projects, prioritization, processes); seasoned manager comfortable leading teams of high-performing self-directed professionals and acting as a thought partner to provide strategic portfolio guidance, with the ability to provide the leadership and support to make the team successful.
  • Demonstrated ability to work with efficiency, diplomacy, collaborative mindset, and flexibility particularly as part of a team. Experience working on teams with diverse cultural and professional backgrounds.
  • Experience in strategic planning and strategy implementation.
  • Experience in a role requiring collaboration in a complex organization and working with external organizations.
  • Consultative, open and transparent in decision making
  • Demonstrated ability to cultivate and maintain strategic relationships with colleagues both internally and externally. Experience working in a matrixed internal environment with multiple partners. Ability to drive consensus and shared decision-making.
  • Experience in the conception, design and management of strategies, initiatives and programs related to motivating an enhanced governmental response, preferably for improved public health in the developing world
  • Experience working with policymakers
  • Demonstrated success in leadership roles developing and leading policy, programs or initiatives requiring a combination of strong analytical, writing and management skills
  • Ability to work with flexibility, entrepreneurship, and diplomacy both individually and as part of a complex team effort
  • Ability to work collaboratively, taking full advantage of diverse expertise and balancing sometimes competing objectives among internal and external partners
  • A deep dedication to development issues
  • Ability to travel up to 30% internationally
  • High standards of personal integrity
  • 15+ years of relevant experience, preferably with a strong mix of service in either public, non-profit or private sectors
  • Significant experience working internationally with national governments, global partnerships and multilateral organizations strongly preferred.
