The decennial Census is a constitutional mandate and is one of the most important processes conducted every 10 years. Census data is used to allocate billions of dollars in federal funds to support our country’s infrastructure and determine political representation at all levels of government. Our goal is to ensure that every person in the Bay Area is counted in the 2020 Census.  UWBA was selected by the California State Census Office to serve as the “Administrative Community-Based Organization” (ACBO) for Region 3, which includes Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, and Solano counties. 

Our role is to provide regional coordination, serve as a conduit between local, regional, State, and National census outreach efforts, provide funding & technical assistance to support trusted messengers, support strong data collection and evaluation, and ensure equitable coverage across geographies and hard-to-count communities. 

As ACBO, the UWBA will be using the Statewide Outreach and Rapid Deployment mapping platform, an ArcGIS tool known as SwORD, as the backbone of all data management.  We will be utilizing SwORD to report on the outreach efforts of our subcontractors, take snapshots of regional outreach efforts, identify gaps, and provide recommendation on rapid response.  SwORD offers maps and high-quality data to inform and help coordinate outreach, and as ACBO we need to ensure we are using the tool as effectively as possible across our region. 

The Senior Data Analyst, Census 2020 is a grant-funded, 12-month opportunity to make an impact on one of the most important processes in our country.  The Senior Data Analyst, Census 2020 will be responsible for ensuring the UWBA and our regional partners can deliver a data-informed outreach campaign and fulfill our reporting requirements as ACBO. 

Areas of Responsibility: 
  • Manage SwORD (State census data collection portal & mapping system) for ACBO and subcontractors 
  • Train, study, and serve as go-to expert and technical support across Region 3 
  • Update & analyze data to describe activities and identify gaps 
  • Provide training and technical assistance to subcontractors, county partners and funders in the region 
  • Build reports, templates and tools for census partners and subcontractors across Region 
  • Ensure data is accurate by putting quality control measures in place 
  • Work on a regular basis with the California Complete Count office (CCC); advocate for resources and support from CCC office 
  • Lead or support the larger Bay Area data collection effort to ensure a proper post-census evaluation and real time coordination of outreach efforts 
  • Understand and work with the census tech tools and the associated data collection needs/process 
  • All other Census and ACBO duties as assigned 
Educational Background: 
Bachelor's degree or equivalent work experience in a related field 
Skills/Experience: 
  • Strong GIS/mapping skills 
  • Strong data analysis & evaluation skills 
  • Experience building easy, streamlined data collection tools and processes for non-technical partners 
  • Experience with training and providing technical assistance for others, especially nonprofits 
  • Process and detail orientation 
  • Effective written and oral communications skills with an ability to provide clear presentation at internal and external meetings, convening and events. 
  • Experience in local government, city planning, and/or public health a plus 
Compensation/Benefits: 

Salary: $67,000 - $70,000
