The decennial Census is a constitutional mandate and is one of the most important processes conducted every 10 years. Census data is used to allocate billions of dollars in federal funds to support our country’s infrastructure and determine political representation at all levels of government. Our goal is to ensure that every person in the Bay Area is counted in the 2020 Census.  UWBA was selected by the California State Census Office to serve as the “Administrative Community-Based Organization” (ACBO) for Region 3, which includes Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, and Solano counties. 

Our role is to provide regional coordination, serve as a conduit between local, regional, State, and National census outreach efforts, provide funding & technical assistance to support trusted messengers, support strong data collection and evaluation, and ensure equitable coverage across geographies and hard-to-count communities. 

The Program Manager is a grant-funded, 12-month opportunity to make an impact on one of the most important processes in our country.  The Program Manager will provide critical support in implementing the ACBO’s strategic plan. 

Areas of Responsibility: 
  • Support all ACBO activities by working closely with the Census 2020 team, the Community Impact Team, fundraising, marketing and the infrastructure departments across the organization 
  • Support subcontracting process with organizations across our 7-county region including communications, training, data collection, compliance, and reporting 
  • Support outreach activities including creating and implementing text message campaigns, and supporting UWBA’s Questionnaire Assistance Center network 
  • Manage events, including convenings, webinars, and trainings, including but not limited to logistics 
  • Compile and prepare documents for meetings and trainings 
  • Develop and facilitate trainings and meetings both internally and externally 
  • Support marketing projects for the team, such as emails, webinars, social media, marketing materials, events, stories, and other collateral 
  • Support the UWBA Census website alongside the Marketing Department 
  • Manage Census partners and subcontractors contacts and accounts in Salesforce, ensuring information is up to date, and create lists of contacts for events and mailing lists 
  • Other Census and ACBO duties as assigned 
Educational Background: 
Holds a Bachelor’s degree and 2-3 years of work experience 
Skills/Experience: 
  • Holds a deep understanding of the importance of the Census and its potential impacts to hard-to-count communities in the Bay Area 
  • Is known for their impeccable organization, high attention to detail, and strong project management skills 
  • Is constantly adopting new tools and technologies and knows how to use them well 
  • Has an eye for design and facility with design tools such as Photoshop, website/newsletter editors, etc. 
  • Presents well and writes even better 
  • Is excited about building processes and infrastructure to support partner organizations and their contracts 
  • Is a problem solver who takes initiative, asks questions, and thinks critically 
Compensation/Benefits: 

Salary: $60,000 - 65,000
