California has historically been the hardest-to-count state in the country. Nearly 75% of the population tends to be undercounted. For the Bay Area, we pride ourselves on being one of the most diverse regions in California. While this is a strength for our community, previous census counts have proved that our region’s population has historically been undercounted. United Way Bay Area was recently named the Regional Administrative Community-Based Organization (ACBO) for Region 3, to focus on our Hard-to-Count (HTC) cities, neighborhoods, and census tracts. Region 3 includes Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, and Solano Counties. Hard-to-count neighborhoods include, but are not limited to, San Francisco’s Bayview, Chinatown, Mission, and Tenderloin districts; as well as Oakland, Richmond, Marin City, San Rafael, Fremont, Daly City, Redwood City, East Palo Alto, San Jose, Gilroy, Sunnyvale, Vallejo, Dixon, Fairfield, and Suisun City.
The Census Director is a grant-funded, 18 months, exciting opportunity to make an impact on one of the most important processes in our country. The Census Director will be responsible for implementing the ACBO strategic plan to ensure that every person will be counted in our seven county region.
- Lead oversight and implementation of ACBO strategic plan
- Attend all complete count committee meetings in each county
- Attend state census meetings
- Convene and facilitate county leads, grantees, and other community stakeholders around the 2020 Census
- Oversee grant-making/subcontracting process for Census 2020
- Ensure data collection and grant compliance from subcontractors
- Work with UWBA Institutional Grants Team to write reports, submit required data and plans for the state Complete Count Office
- Act as the face of ACBO for media, community convening’s, and for Bay Area Census 2020
- Work with UWBA Marketing team and consultants to execute the Census 2020 Marketing/PR plan
- Supervise UWBA census staff
- Manage ACBO budget
- Other duties as assigned
- Experience working on previous Census strongly preferred
- Experience executing grants and contracts
- Experience working with hard-to-count populations or organizations serving hard-to-count populations
- At least 3-5 years of program management experience
- Experience working with and managing partnerships and coalitions across multiple sectors
- Supervisory experience preferred
- Experience with government partnerships or working in or with government institutions
- Problem solving skills - looking for better, faster, innovative ways to complete tasks.
- Effective written and oral communications skills with an ability to provide clear presentation at internal and external meetings, convening and events.
Salary: $75,000.00 - 80,000.00 Salary Exempt
