Responsible for developing and maintaining key relationships and partnerships with multiple community stakeholders including school districts, government agencies, and nonprofit/grassroots organizations within the United Way California Capital Region’s five county region with specific focus on target communities. The Program Officer will help shape and grow the UWCCR’s organizational impact and demonstrate the ability to 1) skillfully establish relationships with community stakeholders 2) use strong supervisory and leadership skills to train, teach, and motivate staff 3) ensure financial stability initiatives authentically engages communities of color and persons who have been marginalized. 4) manage multiple grant-funded programs including My Free Tax Preparation (formerly known as VITA), Kindergarten 2 College saving programs, Bank On and other financial stability programs.

Areas of Responsibility: 

Program Planning & Advocacy 

  • Develop strategic financial stability advocacy plan for our five county region with specific focus on target communities
  • Rigorously and regularly evaluate UWCCR’s policy work within the financial stability landscape 
  • Conduct regular policy research to update senior team on policies and legislation that align with UWCCR’s work, while also identifying opportunities to author our own legislation 

Fund Development & Fiscal Management 

  • Develop annual budget and oversee implementation
  • Responsible for development, negotiation, and performance of federal, state and private grants and contracts, in conjunction with the other key staff
  • Oversee and take responsibility for agency compliance with grant or contract requirements, including outcome measures, invoicing and reporting in conjunction with key staff

Staff Development and Management

  • Supervise coordinators to achieve strategic objectives and grant deliverables  
  • Lead team of financial stability coordinators in strategic engagement of key stakeholders 
  • Manage multiple grant-funded staff  by ensuring execution of work plans and administrative duties such as submission of timesheets, expense reports, approval of sick/vacation time 

Community Engagement 

  • Participate and/or lead efforts to achieve Square One financial stability goals
  • Take a grassroots approach to community engagement by building relationships with neighborhood associations, churches, community leaders, and other community organizations 
  • Recruit and manage volunteers effectively 
  • Apply marketing skills to capture stories from stakeholders that illustrate program successes and community aspirations 

Grantmaking 

  • Design Request for Proposals for grants while also able to evaluate grant proposals and make awards to sub-grantees 
  • Monitor grants for compliance and accurate reporting 
Educational Background: 
Bachelor’s degree from an accredited four-year college or university with major course work in public administration, financial sector, education or social services or a related field
Skills/Experience: 
  • Minimum 3 years of full-time experience in business or organizational management, community development, social services or a related field—with demonstrated progressive increase in scope of responsibility and authority
  • Experience managing staff  
  • Experience working with volunteers
  • Experience developing and implementing operating plans and budgets
  • Demonstrated passion for social justice and/or addressing income inequality 
  • Leadership experience in an organization that has focused on issues of importance to low-income communities and communities of color
  • Understanding of and commitment to social change through building the capacity and power of marginalized populations to change their communities and to participate directly in changing public policies
  • Experience in coalition building and maintaining key relationships with partner organizations
  • Excellent project management skills
  • Ability to recruit key stakeholders, community volunteers, and corporate partners
  • Demonstrated strong interpersonal skills
  • Ability to perform with minimal supervision
  • Ability to appropriately represent United Way in public settings
  • Excellent communication skills, verbal and written, including the ability to communicate well in a variety of settings with a variety of stakeholders
  • Proficiency in Microsoft Word, Excel, Access, PowerPoint and Outlook

PHYSICAL AND MENTAL REQUIREMENTS

  • Communicate orally with coworkers and the public in face-to-face, one-on-one setting; moderate size (up to 100) group settings (gives information, and responds to questions), and by telephone
  • See and hear within normal range
  • Sit at a desk for long periods of time
  • Stand and walk for extended periods of time
  • Work in an office environment, lift and move objects up to 40 pounds such as large binders, books, boxes, and small office equipment
  • Have sufficient finger/hand coordination and dexterity to operate and adjust office equipment such as telephone, computer, and calculator
  • React quickly under high pressure settings
  • Willingness to travel locally and overnight via plane, train or private vehicle
  • Ability to work irregular hours including evenings and weekends
  • Ability to maintain a polished professional appearance
  • Occasional exposure to dirt, dust, cold, heat
  • Constant public contact
  • Constant decision making and concentration
Compensation/Benefits: 

Salary: $51,000 to $60,000 per year
