Early Learning Manager - Multnomah Hub

The Early Learning Manager manages the metrics and accountability framework for the Early Learning Multnomah (ELM) Hub and any supports necessary for other grants the Hub may receive. This role includes ensuring the Hub meets all deliverables assigned by funders, managing smaller projects that are not contracted out, maintaining a strategic plan and active work plans that result in progress on identified collective outcomes, and performing other duties as assigned.

Areas of Responsibility: 

Monitoring and Evaluation – 45%

  • Ensure that ELM meets state accountabilities through timely reporting/evaluation
  • Monitor grantees and contractors for compliance with programmatic requirements and resolve issues that arise while maintaining a high degree of trust and  integrity with partners
  • Prepare and submit reports to the state as requested, including quarterly reports, grant reports, metric updates, work plans and strategic plans
  • Work collaboratively with the Early Learning Operations and Policy Director to ensure fiscal, administrative, and program deliverables are met and reported to the funder in an accurate and timely manner
  • Build evaluation into planning and execution of monitoring processes to ensure processes are effective for both United Way and partner organizations
  • Build Data analysis visualization into ELM evaluation and monitoring processes

Strategic Planning and Alignment – 25%

  • Provide data to drive decisions and strategy for ELM
  • Lead the state-mandated strategic planning process for ELM in collaboration with the ELM Team and under the direction of the Early Learning Operations and Policy Director
  • Promote involvement and voice from other staff members in the strategic planning process
  • Maintain all work plans associated the strategic plan

Project Management – 20%

  • Act as Project Manager for ELM activities where United Way is convener and responsible for deliverables
  • Facilitate a process to create community-wide indicators for ELM to support state expectations for hub metrics

Community Engagement and Relationship Management – 10%

  • Represent United Way values, brand identity, and community investment perspective in all relations with individuals and community groups
  • Build relationships that strengthen service delivery to donors, supporters, program participants, and the broader community
  • Coordinate work and collaborate with other United Way departments and functions
  • Represent Community Impact at United Way and community events

Team Integration and Culture - Daily

  • Seek opportunities to build relationships within the ELM Team, Community Impact, and across departments
  • Be aware and speak up when individuals should be involved in planning and decision-making processes
  • Model behavior of a vibrant culture that is inclusive, respectful, and trusting
  • Ask questions and be curious
  • Create a safe space for individuals to be open and communicate about their lived experiences
  • Be willing to call out behaviors that are not indicative of the culture United Way aims to create
  • Mentor staff on navigation of United Way and effective ways to communicate inequities

Culture and Diversity - Daily

  • Maintain an overt culture and diversity lens in all Early Learning work

Performs other duties as assigned by the Early Learning Operations and Policy Director.

Educational Background: 
Bachelor’s Degree
Skills/Experience: 
  • Excellent verbal and written communication skills

  • Ability to discern levels of and maintain confidentiality where appropriate and necessary

Education, Skills, Experience, and Training Required for this Position:

  • Five years’ increasingly responsible work experience in a relevant human service field; or a comparable combination of experience and education
  • Project management skills and experience
  • Experience with and/or working knowledge of research, program evaluation, and data management
  • Existing understanding of and experience working within the Early Learning community, especially within the four-county region (Clackamas, Multnomah, and Washington Counties in Oregon, and Clark County, Washington), preferred

Technical Knowledge:

  • Proficiency with Microsoft Office and Outlook required (currently used organizationally).
  • Proficiency with project management software preferred

Physical Requirements:

  • Work is primarily performed indoors, within an open office setting with a moderate noise level and occasional exposure to scents
  • Frequently required to sit/stand at computer in a stationery position
  • Frequently operates a computer and other office productivity equipment, such as copy machine, printer, phone, and fax machine
  • Frequently required to move about inside the office for meetings, access to information, office equipment, etc. 
  • Frequently required to travel locally for meetings that occur in other office settings
