This position will be in line with the Government of Papua New Guinea’s (PNG) overarching objectives in improving maternal and child health outcomes and delivering increased health and HIV services to the rural majority and high risk population in support of the Health Systems Strengthening objectives. The main purpose of this this role is to head up the current National Department of Health (NDOH) procurement department in the implementation of an outsourced Procurement model for all medicines and medical supplies.

Areas of Responsibility: 
  • Recommend and outline improvement strategies for Pharmaceutical Procurement and Supply.
  • Recommend immediate capacity building and improvement strategy of current staff.
  • Review current quantification data (including conducting stock-takes of drug supplies at central and Satellite Stores as required), and review current orders.
  • Based upon the above, utilize the forecasting data in mSupply for drug forecasting and supply chain management.
  • Develop standard operating procedures (SOPs) for the procurement and supply management of drugs, including working with the NDoH procurement Manager to facilitate their effective utilization as a management tool.
Educational Background: 
Degree or Masters in Pharmacy or Supply Chain Management (SCM) or other related area or equivalent experience – Essential.
Skills/Experience: 
  • 3+ years in health/pharmaceuticals sourcing and procurement experience.
  • Experience in working in a developing country.
  • Fluency in English (Written/Verbal).
  • Excellent Planning and Organizing skills.
  • Solution oriented in contract management with a high sense of quality, attention to detail, accuracy, efficiency and meeting tight deadlines.
  • Team Player with the ability to work independently and handle conflicting priorities while maintaining consistency and quality performance standards.
  • Computer Proficiency especially Microsoft Office.
  • Significant experience in writing or sourcing generic drug specifications that are comparable to brand/reference listed drug products in dosage form, strength, method of administration, quality and performance characteristics, and intended use.
  • In depth knowledge of pharmaceutical labeling and packaging in line with industry standards (essential).
  • Experience in developing realistic and achievable consumable and commodity forecasts and procurement plans.
  • Has to be a certified or licensed Pharmacist or Supply Chain Management (SCM) Specialist.

Preferred:

  • Demonstrates understanding of and skills in supply management database development and maintenance.
  • Generic specification writing skills and current working knowledge of ISO safety & Performance Codes for specific instruments and consumables (essential).
  • Exceptional communication skills and proven ability to work independently, as part of team and in building relationships with partners and clients.
  • Have extensive senior medical supply chain procurement and distribution experience, including experience in pharmaceutical supplies for more than 5 years.
  • Experience working in cross cultural environments and in understanding the PNG medical supply system (highly regarded).

Work Experience:

  • The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
