This position provides operational leadership to the Global Fund (GF) funded TB/HIV grant implementation of both disease components, TB &HIV ensuring that program targets are achieved and activities in the work plan are carried out.
He/she works closely and in collaboration with the national programs, National Tuberculosis program (NTP) and the HIV program at the national level; Sub-Recipients (SRs), Implementing Partners (IPs) and all other stakeholders including covered communities. This position will provide leadership to the National Operations Supervisors and the Key Population Capacity Development specialist to carry out project activities and achieve project goals. This position is responsible for all collaborative initiatives between the two main disease components, as well as other GF funded components in PNG.
As a senior member of the GF grant management team, this position works closely with the Compliance Unit supporting implementation of the recommendations made by the team such as variances, priorities and standards. The Grant Operations Manager works hand in hand with the M&E and HSS units having these departments as sources of information for decision making and reviewing trends of performance.
The Grant Ops manager is the overall technical clearing house for all field implementation, where all of the incoming and outgoing field initiatives are sanctioned. The role is also the broker between the field and the national level representing implementation at forums such as the TB & HIV Technical Working Group (TWGs) meetings. Together with the National Grant Operations Supervisors and the KP Capacity Development Specialist, it guides the project on what to prioritise, applying the best strategies appropriate for various situations such as Low case notification rates, low TSR, high defaulter rates, poor MDR-TB outcomes and low uptake of HIV testing among TB patients that have been the main weaknesses of the programs in PNG.
- Guide program implementation to ensure program targets and milestones as set out in the grant performance framework are achieved as agreed for both disease components.
- Supervise all direct reporting program staff ensuring that their performance measures are contributory to the achievement of program targets.
- Monitor the performance of SR accomplishments by correlating this to their provincial targets as set out in the performance framework.
- Encourage and promote operations research among the Sub-recipients and implementing partners for effective delivery of both disease components.
- Participate in critical provincial activities such as provincial reviews and advocacy meetings when possible and liaise with key local level government health leadership.
- Act as a link between field implementers concerns, and national office or NDOH authorities’ response, to support provinces in providing an enabling environment to achieve the desired outcomes.
- Provide technical assistance to SRs in the provinces in their hosting of national level supervisory visits to their provinces and health facilities, and review status of implementation of all program activities.
- Collaborate with other disease components such as Malaria and MNCH.
In collaboration with the other stakeholders, monitor and ensure that the provincial health authorities are providing an enabling environment for SRs to perform by ensuring:
- uninterrupted supply of anti-TB/HIV drugs and other commodities at the province and BMUs.
- that microscopy and GeneXpert centres are available and functional.
- referral for DR-TB suspects and HIV testing available.
- awareness raising activities are also implemented.
- Liaise with NTP&HIVP, CPHL, PSSB and PSM partners, and PR M&E team to address data quality issues.
- Lead in organizing program activities such as program planning, capacity-building, implementation and reviews.
- Monitor implementation of planned activities through periodic consultations, monthly progress review meetings, reports review, and field visits. Provide on-site feedback to implementers for improving performance.
- Monitor project deliverables and timeliness, notify supervisors when issues arise, and take corrective actions, as needed.
- Organize, lead and facilitate grant-related meetings, including the creation of agendas, preparation of materials, and documenting these meetings.
- Lead the development of systems, tools, collaborate with the Comms team in developing job aids, IEC materials as required for improving the grant’s performance.
- Oversee and monitor day-to-day operations of the TB/HIV grant including and budget expenditures of PR and SRs.
- Monitor progress of staff’s recruitment; participate in the screening and deployment.
- Represent and update partners on the status of the program component during TB/HIV-TWG meetings and other forum.

- 5 to 10 years work experience in TB and/or HIV control efforts whether government, international NGOs and/or Global Fund grant Experience in collaborating with local authorities, private sector or leaders, and willing to visit remote communities/villages in the area.
- 5 year experience at a senior managerial level.
- Worked for other INGO with similar role in public health and experience in project based implementations.
- Dealing with multiple partners/stakeholders, and coordinating with a team that is geographically dispersed.
- Must be a registered medical doctor or be eligible to register with the PNG Medical board.
- Training on DOTS, Public Health Management, and TB/HIV related trainings are preferred.
- Worked or trained with WHO or IUATLD on TB or HIV related areas, residency and scholarship an added advantage.

- Excellent in Management and administrative duties.
- Excellent advocacy and interpersonal communication skills.
- Ability to work closely with government staff both at national and provincial level.
- Recognized as an expert in evaluations.
- Experience in Organisational Development (OD).
- Experience on PSM and Laboratory work is a plus.
- Worked and trained in PMDT, TB/HIV or TB in Children in preferred.
- Has high level of competency in using computers particularly MS office and other data base software.
- Must have Monitoring evaluation analytic skills.
- Must know how to use database used in grants and health programs.
- Ability to network with communities, local leaders and other local partners.
- Demonstrate community leadership and organizational development skills.
Work Environment/Travel:
- The position requires ability and willingness to travel domestically up to 30 to 40% of the time especially within the province it covers.
