To fulfill the fiscal and programmatic requirements of the Planning Council Support contract. This includes oversight and management of all activities for the Central Florida HIV Planning Council. This position also leads the development and management of the Comprehensive Plan for the Orlando Service Area (Brevard, Lake, Orange, Osceola, & Seminole).
Areas of Responsibility:
- Responsible for overall facilitation of the Planning Council Support contract.
- Develop and implement a comprehensive HIV/AIDS planning process, resulting in a comprehensive plan every five years with annual updates.
- Develop relationships with Planning Council Support staff of other Part A Eligible Metropolitan Areas (EMAs) and Part B Consortia in order to bring best practice approaches to Planning Council activities.
- Provide training to the Planning Council as needed. Prepare and review detailed and comprehensive reports, annual reports, and presentations in support of planning proposals including needs assessments and consumer satisfaction surveys.
- Serve as a program liaison between the Planning Council, community organizations, providers, and other EMAs/Part B Consortia.
- Supervise, manage, train and coordinate day-to-day operations within Planning Council Support function to ensure effectiveness and efficiencies.
- Serve as staff support and subject matter expert on the Ryan White program to the Planning Council.
- Prepare the Planning Council’s annual report utilizing results of clinical quality management activities, outcomes, measures, and other pertinent information.
- Review financial transactions, entries, and invoices related to all Planning Council Support activities.
- Ensure compliance with all duties listed in the Memorandum of Understanding between the Ryan White parts and the Planning Council.
- Oversee grievance resolution as it relates to Planning Council activities while ensuring that grievances are handled according to the Orange County process.
- Analyze the impact of policy changes under consideration by the Planning Council and its committees.
- Assist in the development and approval of standards of care for Ryan White services.
- Review and approve all meeting materials (i.e. agendas, minutes, supporting documentation) prior to forwarding to the Planning Council.
- Facilitate the annual data presentation, priority setting, and resource allocation process for the Orlando Service Area.
- Assist in development of scopes of service for Ryan White Recipients as necessary.
- Assemble and present service utilization information as required by the Planning Council.
- Ensure all Planning Council meetings align with Florida’s Public Records law.
- Identify, oversee, and/or support innovative special projects that enhance the productivity and efficiency of the Planning Council, department and organization.
- Contribute to the overall organizational success by performing other duties and responsibilities as assigned.
Educational Background:
Bachelor’s degree in social services, public administration, public health, or business administration required. Master’s degree preferred.
Skills/Experience:
PHYSICAL DEMANDS:
- Physical demands include sitting or standing for extended periods of time, bending, occasional lifting of items weighing up to approximately 25 pounds, regularly moving throughout the building between floors, traveling to outside meetings, regular use of standard office equipment such as the telephone, copier, fax and computer. Demands also involve protracted concentration. Reliable transportation and valid driver’s license required. Job involves frequent and routinely intense public contact.
EDUCATION AND EXPERIENCE:
- Three to five years of experience in a social services setting.
- Knowledge of Florida’s Public Records law preferred.
- Knowledge of HIPAA guidelines preferred.
- Advanced knowledge of computer applications using Microsoft Excel, Word, Power Point and Outlook.
- Analytical and problem solving skills.
- Excellent interpersonal, verbal, and written communication skills.
- Ability to handle multiple high volume tasks or projects.
- Prior experience with HIV/AIDS related organizations helpful.
Ability to work alternate schedules which may include evenings and weekends.
