The Evaluation and Learning Manager manages multiple qualitative and quantitative data repositories while maintaining cultural awareness and cognizance of different demographic and cultural groups, and builds relationships across a diverse group of stakeholders.

Areas of Responsibility: 
  • Manages all data collection and reporting systems for established Community Impact efforts including all ETO Social-Solutions functions and Results Scorecard data management. Manages a regular reporting schedule and an ongoing monitoring system for the collection and dissemination of data and reports to key stakeholders and for use across the organization to include but not be limited to grants, fundraising and external messaging.
  • Manages Program Investments Monitoring Sessions and Data Dives in the Funded Partner Support Model, including key stakeholders.
  • Produces clearly articulated solution design documents and is able to present the value proposition of TUW ETO- Social Solutions software as a performance management system that enables the organization to move from counting services to measuring outcomes.
  • Engages with a variety of community stakeholders, including partners, volunteers and community leaders, on issues related to data, evaluation and learning; conducts research and implements best practices in data management and development of KPIs across all impact areas.
  • Collaborates with Community Impact Investments Manager and Evaluation & Learning Director to ensure ongoing development and implementation of established evaluation plans for Directors and funded partners.
  • Proficiently uses, develops, modifies and improves upon methodologies and tools, including those tools offered by Social Solutions as well as other available tools, in the context of TUW partner reporting, monitoring and evaluation.
  • Provides training and technical support to staff and partners on system use, report generation and all other functions.
  • Maintains data fidelity through single-point data entry and quality checks.
Educational Background: 
Associates Degree with 12 years’ experience
Skills/Experience: 
  • Bachelor’s degree with 7 years’ experience
  • Master’s preferred with 3 years’ experience
  • Experience as VISTA AmeriCorps member and/or Nonprofit Manager may be used to substitute for education and experience requirements

Experience

  • Minimum 2 years’ experience in business, nonprofit or technical environment.

Skills

  • Demonstrated experience and drive to problem-solve and tackle new challenges on a daily basis.
  • Highly analytical with extreme attention to detail.
  • Solid troubleshooting skills and the ability to work independently.
  • Demonstrated ability and desire to learn constantly, quickly and independently.
  • Strong verbal and written communication skills.
  • Comfort and confidence with computer software/technology and ability to pass certifications.
  • Strong knowledge of and experience with reporting packages (Efforts to Outcomes [ETO] preferred), databases (SQL) and/or programming (VBA or Python), with a proven aptitude for analysis of data and creation of queries for analysis purposes.
  • Highly proficient in PowerPoint, Microsoft Excel and Access.
  • Experience in Results Based Accountability processes and discipline.
  • Experience with human services/social services programs or organizations.
  • Experience as a government contractor or working as part of a project team for government contracts.

PHYSICAL DEMANDS OF JOB

  • This job requires exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Worker must frequently use typical office equipment (telephone, copier, printer, fax, etc.).
  • Worker sits most of the time.
  • Worker communicates with constituents, clients, and/or partners by phone and in person.
  • Routinely required to walk and seldom travel by car.

WORK ENVIRONMENT

  • Primarily works in a climate controlled office-based setting.
Compensation/Benefits: 

Salary: $41,000 to $50,000 per year
