FHI 360 is seeking qualified candidates for the position of Clinical Services Director for an anticipated USAID-funded project .
- Provide technical leadership in planning, implementation, monitoring and evaluation of the clinical care and treatment component of the project in Mozambique.
- Work with other project team members to develop and institute effective technical assistance and quality improvement programs that enable the project to provide comprehensive HIV/AIDS services that meet national, PEPFAR and international standards.
- Ensure that appropriate technical strategies, tools, guidelines and SOP’s are developed and implemented in accordance to FHI 360, USAID, PEPFAR and Government of Mozambique regulations.
- Develop and implement innovative approaches that enable the project to achieve its care and treatment objectives and annual targets.
- Provide technical assistance to the HIV/AIDS Division of the Mozambique Ministry of Health to enable it fulfil its mandate at national, provincial and district levels.
- Provide technical assistance through the review and/or writing operations research protocols, concept papers, conference abstracts, quarterly reports and other reports so as to enhance knowledge sharing and accountability.
- Ensure that results from research and published best practices are incorporated into FHI 360 Mozambique interventions.
- Perform other related duties as assigned.
Directs the development and implementation process of a company’s services involving departmental or cross-functional teams focused on the delivery of new or existing projects. Plans and directs schedules and monitors budget/spending. Monitors the project/program from initiation through delivery. Organizes the interdepartmental activities ensuring completion of the project/program on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
- Leads the operational and tactical activities for one or more programs.
- Develops and implements processes and procedures to achieve strategic technical goals of multiple programs.
- Directs and guides managers, and staff with training and developing process improvement initiatives to ensure compliance with company and government standards.
- Engages in writing publications and developing proposals for new programs.
- Provides technical expertise with monitoring and evaluating programs and serves as primary decision maker for technical issues on project/program.
- Oversees the strategic direction, budgetary planning, and technical process of department to ensure business objectives are met.
- Identifies and consults with executive management on recommendations to make better business decisions.
- Ten years professional public health experience including at least five years specialized experience in HIV/AIDS care in developing country settings plus at least four years of technical assistance experience. Experience must reflect the knowledge, skills and abilities listed above.
- Possession of an MPH is preferred.
- Typically requires 10+ years of project management experience within a relevant area.
- Considerable experience in designing and implementing HIV/AIDS care and support projects in developing countries.
- Capable of performing responsibilities of a Senior Technical Advisor both to the project team and Ministry of Health.
- Knowledge of ongoing and emerging issues in relation to HIV/AIDS care, treatment and support, as well as HIV prevention.
- Knowledge and experience in multiple technical areas or advanced knowledge in one or more technical areas related to HIV/AIDS, reproduction health, family planning, public health, and/or social science research health programs in developing countries.
- Familiar with PEPFAR/USAID funded programs, expectations standards and priories
- Ability to lead technical teams, set realistic priorities, and plan for the successful implementation of activities.
- Sensitivity to cultural diversity and understanding of the political and ethical issues in assigned areas, e.g. reproductive health, family planning, HIV infection.
- Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
- Must be able to read, write and speak fluent English and Portuguese.
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
- Ability to travel domestically at least 50% of the time.
