Social and Behavior Change (SBC) Advisor USAID Initiatives for Democracy

The SBC Advisor will provide technical vision, leadership, and guidance to the social and behavior change (SBC) program activities in the project while working closely with the Chief of Party. S/he will work closely with the COP, and other technical team members to design the implementation of SBC and demand generation strategies, plans and activities. This includes producing audience-centered communication materials and tools, based on best available data and driven by behavior change and consumer marketing theory, from a human rights perspective. The SBC Advisor will also support formative research related to SBC approaches to increase community capacity and promote civic engagement to enhance democratic governance. S/he will work with creative and production firms to produce designs and materials, and contribute to formative and other assessments, as needed to inform SBC. The SBC Specialist will assist with SBC activity implementation and monitoring and addressing all supply/materials needs for all SBC-related activities with national counterparts and partners.

The position shall be based out of Manilla, Philippines. The recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate.

Areas of Responsibility: 
  • Leads the SBC project’s component design, adaptation, implementation, and monitoring with program staff and technical experts in line with the project strategic plan and national needs and priorities.
  • Leads and coordinates the development of evidence-based communication and advocacy strategies, campaigns and plans with the respective national counterparts and partners on both national, regional and community levels.
  • Designs and lead the implementation of different SBC interventions to empower community capacities, and establish supportive norms to promote civic engagement to enhance democratic governance.
  • Supervises the developing, pre-testing, and producing processes of different communication tools (including print, social media and mass/multimedia products) and job aids based on evidence-based theories and methodologies, in line with the SBC strategy.
  • Ensures tools and products produced under the project comply with donor restrictions and branding requirements and receive appropriate donor review and concurrence prior to dissemination.
  • Provides capacity building and ongoing monitoring of behavior change communications skills in collaboration with other project staff.
  • Coordinates with research firms, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBC or community level work.
  • Liaises with FHI 360 regional SBC technical advisors and team as well as other partners and the technical team.
  • Coordinates with stakeholders and others involved in the co-production of SBC communications campaigns.
  • Collaborates with project team members and research partners to ensure efficient implementation and optimal integration of SBC strategies and stakeholders’ feedback in all activities.
  • Works with staff and partners to identify opportunities and key stakeholders to improve SBC strategies as they relate to the program’s goal and objectives.
  • Works and coordinates with the M&E team to monitor and evaluate the progress and impact of SBC activities.
  • Leads SBC learning activities; prepare project reports, presentations, and other communication resources drawing on evidence-based studies, baseline data, context-specific indicators, and monitoring and evaluation assessments.
  • Performs other duties as directed by the COP. 
Educational Background: 
Bachelor’s degree in sociology, social psychology, social anthropology or other related fields
Skills/Experience: 
  • Must be a local national (Filipino)
  • At least 5 years of professional experience in social and behavior change programming
  • At least four years experience in rights-based development work in the Philippines preferred
  • Demonstrated capacity to lead the learning, collection, and analysis of data and information from a broad range of sources to ensure the development of effective SBC approaches, messages, and tools throughout the project’s implementation
  • Strong networking skills, capacity building skills with demonstrated ability in capacity building, training and other methodologies of knowledge exchange
  • Excellent oral and written communication skills
  • Proficiency in English; fluency in a Filipino language
  • Ability to translate technical material for programming through various media channels, including broadcast and mobile technology-based media
  • Prior experience with INGO or other international donors is desirable
