Responsible for management and activities related to both strategic and administrative human resource duties for United Way of Dane County.  Serves as an organizational resource for all human resources needs/issues.  Maintains positive relationships with staff at all levels.

Areas of Responsibility: 

Key Responsibility Area: Talent Management

  • Manage the organizational talent assessment and management process.
  • Develop and maintain the organizational competency model.
  • Work with the Executive team to evaluate talent and identify potential throughout the organization.
  • Work with the Executive team to develop organizational succession plans to ensure future success.

Key Responsibility Area: Staff Development & Human Resources Management

  • Manage the organizational process around the creation and development of individual development plans for all staff.
  • Work with partners in the community to provide quality training for staff.
  • Develop the annual staff development budget and monitor it throughout the year comparing budget to actual and making mid-course corrections as needed.
  • Work with supervisors to ensure development opportunities both through traditional and non-traditional means.
  • Effectively manage change within departments along with supervisors and coordinate structure/title changes.
  • Work with supervisors to ensure that job descriptions are accurate and up-to-date for all staff.
  • Develop and monitor staff inclusion initiatives and outcomes.
  • Utilize PI system for organizational success and internal conflict resolution.
  • Work with supervisors and Vice-Presidents to create staff performance improvement plans when needed.
  • Conduct team building activities for newly formed teams and teams in conflict.
  • Serve as a resource and sounding board in the area of Human Resources to the Executive Team.
  • As needed, facilitate conflict resolution solutions with supervisors and staff.
  • Ensure staff performance reviews are being done at a high quality and that individual’s goals, competencies and development plans are all aligned.
  • Continue to develop and administer an effective and worthwhile employee recognition/anniversary program.
  • Consult with legal counsel as needed.

Key Responsibility Area: Human Resources / Benefits Administration

  • Develop and administer an onboarding-orientation program that effectively integrates new employees.
  • Ensure that policies and procedures are administered consistently and are in line with the organization’s mission, vision and values.
  • Maintain employee handbooks.
  • Maintain personnel files on all current and former employees.
  • Ensure staff sick leave/vacation data is maintained and quarterly reports are provided to supervisors and staff and any differences are reconciled.
  • Administer employee benefit programs (health insurance, dental insurance, life insurance, disability, pension, Flexible Spending Account, 403b, unemployment and workman’s comp.)
  • Research and respond to staff needs regarding employee benefits.
  • Work with outside vendor to conduct annual market salary survey for President and Vice Presidents one year and all other staff the next year.
  • Assist with the development of the annual salary budget.
  • Serve as Privacy Officer for HIPPAA Title II Compliance (see Group Health Plan Privacy Officer job description)
  • Operate with a high degree of independent judgement to relieve the executive VP/CFO of administrative detail.

Key Responsibility Area: Recruitment

  • Centralize the recruitment process and procedures for the organization
  • Work with hiring supervisor to develop timeline, schedule interviews, do telephone screening.
  • Develop & distribute job announcements to attract a diverse group of job applicants.
  • Develop behavioral-based interview guides and conduct interviews.
  • Develop and administer skill based tests for applicants.
  • Conduct reference checks.
  • By utilizing all information gathered about each candidate work with supervisor to ensure that best candidate is hired.
  • Generate letters of hire and rejection for all positions.

Key Responsibility Area: Payroll

  • Prepare and reconcile bi-weekly payroll (salary and benefit changes, new employees, etc.)
  • Coordinate payment of payroll taxes.
  • Coordinate year end payroll activity.

Key Responsibility Area: Supervision

  • Supervise the Assistant Director of Human Resources and Receptionist.
  • Set annual performance and development goals.
  • Provide training and support

Key Responsibility Area: Building

  • Supervise reception area and organizational meeting room reservation process
  • Distribute/collect keys for staff and tenants
  • Maintain master key database

Key Responsibility Area: Personnel Committee Support

  • Provide support and staff leadership to the Personnel Committee
  • Recruit members for Personnel Committee while always being mindful of needed diversity
  • Develop and monitor volunteer inclusion initiatives and outcomes for United Way volunteer committee structure.

Key Responsibility Area: Administration and staff support to Executive VP Finance & Administration/CFO

  • Manage corporate and other confidential information and files.
  • Draft guidelines for activities related to Executive VP/CFO responsibilities.
  • Interact with outside vendors when necessary.
  • Make chair recommendations for all internal staff committees to President/Executive VP Finance & Administration/CFO.
  • Serve as a resource and sounding board in the area of Human Resources

Key Responsibility Area: Bookkeeping

  • Perform payroll account reconciliations and tax payments
  • Other tasks as needed to complete monthly accounting reports.

Key Responsibility Area: Agency Dental Insurance Programs

  • Lead contact with agencies to answer questions concerning enrollment, coverage and billing.
  • Assist with annual renewal of employee insurance plans.
  • Provide information to agencies and staff as requested.

Key Responsibility Area: Community Involvement

  • Serve as United Way of Dane County’s representative on the EOC Employment Committee.
  • Serve as United Way of Dane County’s representative on the Madison Area Diversity Roundtable
