FHI 360 seeks a Senior Technical Officer- Prevention, Care and Treatment for the US DOD-funded Zambia Defense Forces Prevention, Care and Treatment (ZDFPCT) Project. The ZDFPCT project is implemented by FHI 360 for continuing collaborations with the Zambia Defense Force (ZDF) and Ministry of Health (MOH), in scaling up prevention, care, treatment, and support for adults and children living with HIV and TB, through the military, their families and surrounding communities. The project conducts a range of activities to reach the UNAIDS 90-90-90 fast track goals by 2020 and contribute to reaching epidemic control.
Under the supervision of the Technical Advisor, the Senior Technical Officer- Prevention, Care and Treatment will assist in providing technical support in HIV-related clinical care service in the ZDFPCT project across the country. He/she will support the Technical Advisor to provide leadership and management oversight of ZDFPCT Technical Department which includes PMTCT, HIV Counseling and testing services, Clinical care and antiretroviral therapy, Laboratory and Strategic information. In addition, He/she will lead the facility-based clinicians to oversee and provide leadership in clinical management of HIV/AIDS, including ART.
- Assist the Technical Advisor to provide leadership and oversee all technical components of the project
- Under the guidance of the Technical Advisor, develop and support implementation strategies of the HIV clinical care and treatment component of the project
- Assist in the provision of technical guidance to field staff and in-country partners ensuring that state-of-the-art knowledge is integrated into program planning and implementation
- Ensure the training of relevant staff in HIV/TB related clinical care/ART across the project
- Support the development of guidelines, tools and recommendations related to the implementation, evaluation of clinical management and monitoring of HIV/AIDS
- Assist in the development of evaluation strategies for HIV related clinical care indicators Supervise and provide technical support for facility-based Technical Officers
- Contribute to identifying, analyzing, documenting and disseminating best practices and lessons learned from the ZDFPCT project related to HIV clinical care and treatment
- Apply these lessons learnt to modify existing program and improve the design of new programs Perform other duties as assigned
- At least 5 years’ experience or Medical Licentiate, Clinical Officer or related degree with at least 7 years Familiarity with Zambian public-sector health system and NGOs and CBOs highly desirable 5 to 8 years in public health, including HIV/AIDS/TB programs.
- Registered member of the Health Professions Council of Zambia (HPCZ)
- At least three in a technical leadership role for a project of similar size and complexity
- Experience in care, treatment and support for adult and Pediatric HIV/AIDS and TB at the clinical level.
- Demonstrated management skills, including relevant experience in direct supervision of professional Staff.
