To provide expert and experienced oversight, in positioning World Vision Zambia National Office for anticipated funding opportunities. Provide guidance and leadership to Technical Program staff on good program design and provide quality assurance in proposal development process. Serve as lead for large and complex funding proposal development processes involving technical content and complex consortium partnerships. Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.

Areas of Responsibility: 

Leadership and management

  • Supervise Grant Acquisition and Management (GAM) team and project managers
  • Lead team planning, ensuring efficient and effective deployment of time and talent to achieve team objectives.
  • Lead in resolving Grant management issues in the National Office.
  • To be part of the Senior Leadership team and provide information for decision making for GAM
  • Lead the GAM team to identify relevant upcoming funding opportunities through advance intelligence gathering and prepare recommendations based on specific go/no-go decision criteria. Identify required relevant resources, strategic partnerships and proposal development resources needed for pursuing identified funding opportunities.
  • Provide day to day leadership in management of the GAM function.
  • In Consultation with the National Office team, set grant income projections in the National Office.
  • Lead GAM capacity development planning and implementation in the NO.
  • Cultivate and maintain targeted donor and development partner relations.

Technical Coordination

  • Lead highly technical and/or complex grant funding proposal preparations.
  • Manage pre-solicitation proposal preparations and bid planning.
  • Ensure quality inputs to proposal technical submission.
  • Manage partners' inputs to the cost application.
  • Participate in writing and/or editing of Technical Briefing Papers
  • Writing, editing and preparing proposal package

Program Quality Design and assurance

  • Utilize program design expertise to guide and lead quality program design (involving technical and finance colleagues) that builds on evidence based approaches and is responsive to the guidelines and specification outlined by the donor.
  • For funded proposals, coordinate program design hand over to Grants Manager (this maybe Chief of Party, project manager/ Director or project implementation manager).

People Management and Supervision

  • Mentoring, coaching and build capacity of GAM staff
  • Lead, manage and support to employees in the Business Development/GAM Unit by ensuring clear goals and accountabilities are established and achieved.
  • Ensure individuals’ performance and development needs are met, and employees are high performing and engaged.
  • Identify capacity gaps in grants acquisition and management and other factors leading to poor win rates and grants implementation and work with Senior Leadership Team (SLT) to address them.
  • Champion/Facilitate grants management training in various government and multilateral donors’ regulations.

Networking and Partner engagement

  • Participate in TP Technical Working Groups
  • Network and partner with relevant ministries, existing and prospective donors and likeminded organizations.

Educational Background: 
BA in Social Sciences or higher qualifications in management field or Social Sciences (Master’s degree preferred)
Skills/Experience: 

Education/Knowledge/Technical Skills and Experience

  • At least 5 years of relevant and successful project management and technical acquisition experience including strong track record in working on acquisition of USG, EU and other institutional funded projects.
  • Experience in Managing grants and teams
  • Must be well-versed in relevant USG, EU, UKAID and other donors’ policies, rules, and regulations.
  • Strong staff and institutional capacity development skills.
  • Able to build productive relationships with partners and local, national and international organizations.
  • Develop and implement effective partnerships with private sector entities.
  • Strong cross-cultural, analytical, interpersonal, organizational and communication skills.
  • Excellent computer and ICT skills (MS Word, MS Excel and Power Point, Access)
  • Excellent and proven technical writing skills
  • Excellent English language skills

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field
  • Travel: 10% Domestic/international travel is required.
