The Goldozi Grants Officer will support the coordination of all grant activities, including pre-award, implementation, and close out actions. The Grants Officer will coordinate communications and be point of contact between the Grantees and Grants Departments and will be proactively involved in the grants cycle of management and processes (pre award and post award). The Grants Officer will report to the Grants Manager.

Areas of Responsibility: 
  • Contribute in the management of grantee awards and daily administrative tasks and activities related to grants implementation to ensure the team meets deadlines, including preparing monthly spending status and grants tracking spreadsheets, memos, and any amendments to the contract.
  • Coordinate with the finance, program, and M&E teams and externally with stakeholders, in particular the grantees, to ensure timely data collection and reporting essential for deliverables and reporting to USAID.
  • Assist Grants Manager in the review/evaluation of grants under contract for compliance with FHI360 and USAID rules and regulations.
  • Ensure that implementation of activities is in accordance with the donor and FHI 360 regulations.
  • Draft grant agreements and assist with monitoring of grant implementation activities.
  • Assist in timely entry of grant information in relevant database for tracking and reporting.
  • Help prepare and conduct formal training sessions on grant application and execution procedures for new grantees and potential partner organizations as needed.
  • As needed, conduct field visits to monitor grantee implementation of activities.
  • Review and analyze grant budget estimates for allowability, allocability, reasonableness, and consistency.
  • Manage and support the grants requirement and implementation for the organization.
  • Draft for review and signature pre- and post-award documents (i.e., grants applications/proposal, contracts, plans/justifications, pre-award).
  • Establish a proper filing system to maintain a complete record of all types of grants issued by the project in the field.
  • Establish and maintain proper contracts tracker, processes, documentation, and monitor and record budget and payment information and contract deliverables.
  • Routinely review and verify grantees’ statements of expenditures to ensure the accuracy of sub-grant-related data and assist in preparing spending status for each sub-grantee on a schedule determined by the Grants Manager and DCOP.
  • Assist in the preparation/modification of sub-grantee budgets, keeping a track record of any changes during the award period.
  • Create correspondence to grant applicants and grantees as necessary.
  • Prepare reports and participate in the review of grant applications.
  • Request final reports from grantees if reports have not been filed in a timely manner.
  • Oversee the preparation and timely submission of grant applications/proposals, contracts amendments, and budget transfers.
  • Compile and evaluate price and / or cost data with all elements of cost in contractor proposals and make competitive range determinations.
  • Monitor tracking and security of all sub-contractors’ and grantees’ documents in the Goldozi office.
  • Provide regular updates on the status of implementation of subcontracts to Grants Manager and DCOP/COP.
  • Report consistent and accurate financial data on sub-contract activities.
  • Other responsibilities and tasks as assigned by reporting line.
Educational Background: 
Bachelor’s degree in Business Administration, Finance or related field.
Skills/Experience: 
  • At least five to seven years of professional experience, preferably working with donor-funded programs
  • Minimum of two years’ experience working with grants for USAID-funded programs.
  • Demonstrated strong problem-solving skills (both internally and externally) and sound business judgment and contractual oversight
  • Excellent customer relations skills, including organizational skills and a willingness to take initiative and be proactive in the grant process
  • Excellent communications and team work skills with the ability to relate to people at all levels of the organization and of different multi-cultural backgrounds
  • Knowledge of ADS 303, 22 CFR 226, OMB A-122, a plus
  • A thorough understanding of proposal pricing requirements
  • Excellent knowledge of U.S. Government procurement regulations
  • Experience in managing and reviewing a contractor performance system
  • Ability to successfully manage multiple tasks and effectively deal with competing pressures, multiple stakeholders, unplanned changes, and tight timelines.
  •  Knowledge of USAID and its contractual and reporting requirements.
  • Experience with computerized and financial accounting and strong organizational skills.
  • Prior experience with project closeout and file readiness for audit compliance highly desired.
  • Strong understanding of how financial management, procurements, and grants align with compliance.
  • Ability to work both independently and in a team; proven analytical and problem-solving abilities.
  • Proven ability to handle sensitive and confidential information, meet tight/tough deadlines and schedules and create timely, quality reports for the Grants Manager and DCOP/COP.
  • Ability to work closely as a team and network with a wide range of stakeholders.
  • Substantive experience in the use of computers and Microsoft Office programs (MS Word, Excel, PowerPoint, etc.) is required.
  • Fluency in English and local languages i.e. Pashto and Dari required.
