The Human Resources (HR) Manager will be responsible for planning and executing the HR functions at HWMUW, including staff recruiting and retention, professional development and continuous learning, staff compensation and benefits administration, personnel policies, employee relations, diversity and inclusion, performance management, worker’s compensation and compliance. This individual will ensure that all programs/policies comply with accepted Human Resources principles and legal parameters.  

Areas of Responsibility: 
  • Develops and administers an effective recruitment program for exempt and non-exempt staff, which includes oversight of advertising, recruiting, interviewing, screening and posting positions.  Fosters an environment that attracts and retains quality people.
  • Administers compensation and benefits program by conducting an annual review of the compensation structure; negotiates/maintains benefit contracts; administers the performance appraisal process; communicates benefits information; and administration of the 401(k) plan.
  • Performs and oversees bi-weekly payroll processing.  Assures the year-end ACA and GTL reporting is processed and preparation of year-end tax reporting including 1099s and Form W-2s.
  • Performs new employee orientation and educates new employees on payroll, benefits, policies, etc.
  • Ensures that all disciplinary and discharge actions are conducted in compliance with policies and procedures.
  • Manages Human Resources team to ensure that all actions are performed in accordance with state and Federal regulations and organizational policy.
  • Facilitates employee relations by developing and documenting personnel policies, administering employee recognition program, and reinforcing values in the culture and work environment.
  • Facilitates individual and organizational developmental needs by providing training programs and assisting with professional/personal development and continuous improvement.
  • Acts as a resource and consultant to all in matters related to the human resource aspects of the organization.  Understands and upholds the extremely confidential nature of the position and documents relating to the position.
  • Contributes to achievement of overall organizational objectives by participating in the implementation of the strategic plan.
  • Demonstrates by attitude and action the importance of support for the mission, vision, core values and strategies of the organization and its employees.
  • Coordinates racism-free efforts and ensures maintenance of the Level II Partners for a Racism Free Community certification.
  • Leads the internal diversity/inclusion efforts and acts as the staff liaison to the Board’s Organizational Inclusion and Development Committee.
  • Performs other duties as assigned.
Educational Background: 
Bachelor’s degree in Human Resource Management, Business Management or related field.
Skills/Experience: 
  • Ability to work independently with minimal directions.
  • High level of degree to detail and adherence to strict timelines.
  • Requires ability to see the interconnectivity of human resource functions and responsibilities to staff and organization.
  • Identifies and resolves problems in a timely manner and gathers and analyzes information skillfully.
  • Minimum three (3) years of Human Resources Generalist experience.
  • Progressive knowledge of the principles and practices of human resources, benefit administration, and mandated laws and regulations relating to human resources administration.
  • Ability to establish and maintain strong relationships with other management staff, employees and the community.
  • Excellent interpersonal and communication skills.
  • Demonstrated ability to manage multiple projects with set deadlines/guidelines.
  • Demonstrated ability to work within a team-based environment.
  • Demonstrated ability to engender the trust and confidence of others.
  • Excellent decision-making skills as well as independent thinking and judgment.
  • High level of organization and prioritization skills.
  • Proficient in Microsoft Office computer applications.

Physical/Mental Abilities:

  • Employee is regularly required to sit, stand, walk, reach with hands and arms, talk and hear.
  • Moderate level of stress caused from tight deadlines.
  • Moderate level of mental and/or visual fatigue and/or eyestrain may result from looking at a computer screen for extended periods of time.
  • Occasional work outside of normal business hours.
  • Occasional travel is required.
  • Moderate office noise level.
