This position is responsible for the planning, coordination, development, system/contract management, implementation, and overall leadership, vision, and focus in the development of strategies and tactics for an integrated approach to UWBC's community impact process for the MISSION UNITED Program. 

Areas of Responsibility: 
  • Develops and implements MISSION UNITED strategic and operational plan.
  • Manages MISSION UNITED operations, direct services, and system of care.
  • Monitor relevant community indicators to evaluate current veteran issues and programs to measure progress on key outcomes as well as work with community leaders to strengthen the community’s abilities to identify, address, and fund priority veteran issues.
  • Develops a competitive procurement process to identify local community agencies to successfully deliver services to veterans and their families in Broward County.
  • General allocations and contract management, including service/utilization management, program design, monitoring/evaluation, technical assistance, and outcomes management.
  • Responsible for the quality assurance process for MISSION UNITED to include supervising and overseeing implementation of Council on Accreditation (COA) standards for case management services.
  • Responsible for the coordination of the MISSION UNITED Advisory Council and its key committees to further enhance community building and fundraising efforts.
  • Works closely with, and fully supports the Performance and Quality Improvement (PQI) committee to understand the strategic priorities that align with the agency goals.
  • Leads United Way’s efforts to achieve community level improvements in the area of veteran services.
  • Hires, orients, develops, and supervises MISSION UNITED staff.
  • Stays current/up-to-date on issues and statistics relevant to veterans and their families.
  • Represents MISSION UNITED in outreach, external meetings, and events; Participates in community, regional, state, and national planning activities as it relates to MISSION UNITED.
  • Manages the Community Impact process effectively, including analysis of subject matter and synthesis of information, meeting management tools, notices, agendas, manuals, drafting of materials to be considered, RFPs, RFA, ITN, fact sheets, statistics, etc.
  • Contributes to  informational documents, gives presentations and acts as the agency’s lead authority, both internally and externally, on the MISSION UNITED Program and its target population.
  • Develops MISSION UNITED case management, monitoring, and quality improvement policies and procedures. The policies and procedures shall include sampling methodology, differentiation between on-site and desk reviews,-; manner in which case files are maintained, monitoring instruments utilized by the Provider, invoice processing data entry, and fiscal management of subcontracted providers in accordance with COA standards.
  • Provides leadership to subcontracted partners to ensure a comprehensive, coordinated effort in delivering veteran services.
  • Oversees all aspects of subcontract management including invoicing, utilization management, performance management and reporting, compliance, and budgeting in accordance with all local, state, and federal regulations as well as UWBC policies and procedures.
  • Facilitates regular planning, coordination, and  an information-sharing network among MISSION UNITED funders, staff, providers, partners, and volunteers.
  • Maintains all records, reports, and documentation for all UWBC MISSION UNITED activities necessary for accountability.
  • Due to the leadership role United Way is called upon to play in the community, particularly during times of crisis, it is the expectation that all United Way staff will be fully engaged in the organization's crisis plan and response efforts.
  • Participates in internal United Way meetings and committees as required. 
  • Performs other duties and assumes other responsibilities as assigned by supervisor.
Educational Background: 
Master’s Degree in Social Work, Human Services, Business, Public Administration, or related field required. Licensure preferred.
Skills/Experience: 
  • Military experience required.
  • Minimum of three years related experience in human service administration, service delivery, and contract management.
  • Budgetary experience required.
  • Program administrative and supervisory experience working with staff, providers, partners, and volunteers.
  • Experience managing case management staff and services preferred.
  • Excellent presentation, public relation, and communication skills; public speaking experience is a plus.
  • Experience with the Veterans Administration (VA) as well as VA services and benefits.
  • Proficiency required in MS Word, Excel, and other related computer programs.
