The role is responsible for supporting the development and leading the implementation of United Way's Workforce Development programs focused on providing innovative responses and best-in-class program execution to help people access supportive services and good paying jobs.

Areas of Responsibility: 

Key Responsibilities (Economic Prosperity):

  • Support the development and stewardship of the economic prosperity including (but not limited to):
    • Continued clarification of the theory of change and associated impact measures,
    • Budget development,
    • Research and assessment of emerging opportunities in market-drivers and workforce development.
  • Implement a portfolio of workforce and talent initiatives.
  • Supervise day-to-day work on partnership and investments with a focus on workforce development.
  • Provide direction, support, and coaching to staff.
  • Develop processes and accountability related to outcomes and workforce investments.
  • Develop and maintain relationships with the local community, partners and agencies, as well as key local and national organizations.
  • Responsible for budgets, invoices, payment release, and confirmation of program execution and required reporting.
  • Ensure program results meet requirements regarding quality, schedule and budget.
  • Work cross-functionally with the Detroit Regional Workforce Fund and within UWSEM to align opportunities across economic prosperity and basic needs, health and education.
  • Support the development of common metrics and scorecard to which all funded partners are required to meet as a condition of funding.

Key Responsibilities (DRWF):

  • Manage existing grantees to ensure compliance with established agreements, track performance and metrics, and recommend supportive interventions to DRWF and other partners (as needed).
    • Develop monthly cadence for meeting with grantees as necessary.
    • Communicate and help integrate opportunities for connectivity to other UWSEM programming as applicable.
    • Identify opportunities to engage grantees in other supports.
    • Inform UWSEM and the DRWF steering committee of opportunities to support and sustain efficacy in programming.
  • Identify and recommend new opportunities to provide funding support to leading workforce development partners in the broad categories of career pathways, workforce policy and advocacy, and systems support for the workforce development eco-system.
  • Provide regular reports to UWSEM leadership, and at each DRWF steering committee meeting on the financial performance and trends in metrics of the grantees - also using those opportunities to elevate process improvement, impending challenges or necessary additional supports.
  • Coordinate with UWSEM internal teams to provide operational and other supports to grantees, as directed and applicable (e.g. labor teams, 2-1-1, marketing and communications, etc.)
    • Attend UWSEM internal meetings as requested by the Executive Director.
    • As directed, meet with UWSEM teams to develop opportunities to enhance the workforce development structure by implementing program connectivity.
  • Attend DRWF planning and team meetings as requested by the Executive Director.
  • Advise the DRWF Executive Director on the development of a strategy for workforce research capacity-building within the Detroit Regional Workforce Fund, using the Principles of Labor Market Information, local and regional workforce eco-system data, private-sector labor market information for the Southeast Michigan Prosperity Region, Michigan Department of Technology, Management & Budget, Bureau of Labor Statistics, Detroit Workforce Board, UWSEM Economic Prosperity (CWF & CFC), etc.
Educational Background: 
Bachelor's degree in social work, human service, public administration, education, social sciences, business or a related field
Skills/Experience: 
  • Requires strong organizational skills and the ability to manage multiple priorities
  • Must communicate effectively both verbally and in writing, including the use of proper grammar, spelling and punctuation
  • Comfortable working in a dynamic environment and able to nimbly respond to emerging efforts
  • Collaborative and enjoys working in a team-oriented environment, while able to function autonomously
  • Must possess the ability to establish and maintain interpersonal relationships with diverse groups and individuals
  • Knowledge of Microsoft Suite

Acquired Knowledge:

  • Minimum of 7-10 years of work experience, preferably in workforce development, economic and/or community development
