Job training and readiness programs remain critical to advancing low-wage, low-skilled workers into self-sustaining jobs. UWCI and its community partners work to strengthen central Iowans' education and skills to prepare them for the better-paying jobs in the local economy.

To help fulfill our mission to improve lives by uniting the care power of our community, UWCI has been awarded a federal grant to implement a program that ensures individuals leaving incarceration have the skills necessary to secure long-term employment. The Central Iowa Returning Citizens Achieve (CIRCA) Program goal is that 75% of the individuals served will secure employment and less than 20% will return to prison. To reach this goal, UWCI is seeking a CIRCA program manager for a three-year period and based on grant funding. This position will supervise three case managers and reports to the Director of Central Iowa Works. a UWCI long-term initiative that focuses on upskilling individuals and connecting them to targted job sector employers.

Areas of Responsibility: 
  • Plan the delivery of the CIRCA project and its activities in accordance with the goals of the project, and the needs of the individuals served.
  • Work closely with the Iowa Department of Corrections to identify participants for this project and design and implement an intake and enrollment process for project participants that adheres to the criteria established in the grant application.
  • Develop and implement a performance management system that will collect detailed information about the persons served during the length of the project in accordance with the Department of Labor requirements. 
  • Create forms and records to document project activities and write quarterly project summaries as required by the grant
  • Supervise program staff (3 case managers) through knowledge of case management principles, local labor market information, and support services available.
  • Develop and  grow relationships with all partners, regularly solicit their input, and make sure their needs are being met through the project
  • Coordinate finance, programming, marketing, human resources and partnership agreements with each organization involved in the CIRCA project.
  • Oversee that the employment skills and life skills training services are delivered in a timely fashion and meet the criteria established in the grant application
  • Ensure that the project operates within the approved budget
  • Monitor and approve all budgeted program expenditure
  • Identify and evaluate the risks associated with program activities and take appropriate action to control the risk
  • Monitor the program activities on a regular basis and conduct quarterly evaluations according to the project evaluation framework
Educational Background: 
Bachelor’s degree in sociology, psychology, counseling, human services or related field desired; experience in lieu of some education will be considered.
Skills/Experience: 

Knowledge and experience in nonprofit programs with a minimum of one year supervisory experience, knowledge of federal grant compliance and requirements, case management experience, reentry or corrections background, job placement or job development experience and two to five years of customer/client-centered experience, experience in working successfully with diverse populations facing multiple barriers.

Compensation/Benefits: 

Salary: $51,000 to $60,000 per year
