The American Heart Association (AHA) has an excellent opportunity for a Program Evaluation Analyst, International in our National Center office located in Dallas, Texas .

In this role, you will be responsible for providing dedicated support for program evaluation activities performed by the AHA’s Center for Health Metrics and Evaluation (CHME) for the Better Hearts Better Cities Project. Additional responsibilities include assisting with development and implementation of program evaluation activities for the Better Hearts Better Cities Project aimed at addressing the global burden of hypertension through a focused initiative in three high-burden cities – Ulaanbaatar, Mongolia; Dakar Senegal; Sao Paulo, Brazil.

Areas of Responsibility: 
  • Develop and implement evaluation protocols with the in-country implementation and evaluation partners in each city and strengthen their capacity to collect, curate and analyze the data at the local-level through provision of technical assistance to each of the respective local partners in Dakar, Senegal, Ulaanbaatar, Mongolia, and São Paulo, Brazil.
  • Conduct outcome evaluation using quantitative and qualitative approaches to demonstrate the effectiveness of the program to achieve desired outcomes and answer key evaluation questions. This includes developing a global logic model and global evaluation plan with data collection protocols, aligning the evaluation plan with quality improvement cascade hypertension metrics, validating existing data received from in-country partners, developing a data map aligned to the global logic model for data gap analysis, and analyzing existing data.
  • Travel to each city up to 3 times per year to work with local partners. Collaborate and develop quality data collection from local clinics and conduct evaluation-related training with local partners in each city.
  • Assist in the production of abstracts, scientific positions and manuscripts for peer-reviewed publications and presentations; provide input for presentations at scientific conferences and meetings.
  • Contribute to CHME peer-sharing and learning opportunities for the CHME Evaluation Analysts.
  • Contribute to CHME projects and priorities, as needed.
Educational Background: 
Bachelor's Degree in Marketing, Business Administration, Advertising, or Communications
Skills/Experience: 
  • Minimum of two (2) years of experience:
  • Working in the field of global health, evaluation, or related subject area.
  • Creating data collection instruments for both quantitative (surveys/questionnaires) and qualitative (interview/focus group guides) approaches.
  • In strategic and operational planning.
  • Project management and coordination experience
  • Proficient culture competency skills: a) ability to accurately assess the influence of their own values, perceptions, opinions, knowledge and social position on their interactions with others; b) willingness to embrace new, ambiguous, and unpredictable situations, and be persistent in keeping communication lines open when misunderstandings arise
  • Ability to develop a detailed evaluation plan, including developing a program logic model and data collection, analysis and dissemination plan
  • Proficient knowledge of research design and methodology
  • Ability to understand scientific communication (journals, briefings, reports, statistics, etc.) ability to synthesize complex data sets into reports or communications for diverse audiences
  • Comprehensive knowledge of public, community and population health and business models
  • Excellent oral and written communication skills
  • Ability to adapt and bounce-back quickly from unexpected challenges or setbacks
  • Must be able to travel overnight approx. 10% of the time.
