The Data Manager supports Early Matters and United Way’s shared focus on using data to support collective impact by managing data related to Chattanooga 2.0’s common Early Childhood metrics. This person supports the advancement of Early Matters and United Way’s shared commitment to expanding data literacy, increasing analytic capacity, and encouraging continuous improvement practices throughout Chattanooga’s early childhood community.

  • Conduct analyses, refine data collection protocols, develop reports, and support stakeholders in using findings.
  • Conduct data monitoring, data quality control checking, and data editing and documentation.
  • Thoroughly document existing and new processes and tools.
  • Present, train and coach partners and Early Matters Coalition members in understanding and utilizing data.
  • Adhere to MOUs and data sharing agreements with relevant institutions, including the facilitation of data collection.
  • Contribute to and enforce procedures for protection of privacy in data and reporting.
  • Develop and oversee an efficient data management aligned to the organizational and Coalition strategic plans.
  • Administration of database server reporting services, including report publication, report testing and validation, workbook/data dictionary management, and user/group/role/permissions management.
  • Develop and cultivate relationships with community partners including data and research professionals in support of the Coalition.
  • Thoughtfully distill data to provide leadership with analyses to inform key decisions.
  • Assist with development of presentations/reporting of quantitative analyses for organization, Coalition, and funders, as well as for conferences/publications as needed.

Educational Background: 
Bachelor's Degree in social sciences, statistics, computer science or a related field
Skills/Experience: 
  • Analytical Skills: Ability to analyze large datasets, visualize data, and distill findings
    • Advanced proficiency with Microsoft Excel, including proficiency with Pivot Tables and logical functions
    • Experience with statistical packages a plus
  • Facilitation and Coaching: Ability to train and guide others in learning basics of data manipulation, analysis, and data use.
    • Develop and cultivate relationships with cross-sector partners and staff, including data and research professionals.
    • Results oriented approach to work intentionally aligned to meeting targets and objectives.
  • Planning & Organizing: Excellent organizational skills, ability to manage details, create processes and systems, and work independently.
  • Problem Solving and Judgement: The ability to break down complicated problems into articulate, data-informed questions, and support others in simplifying data in order to use it to guide decision making.
  • Communication: Excellent written and oral communication skills. Strong interpersonal skills with the ability to build trust and rapport with a variety of audiences.

MINIMUM QUALIFICATIONS:

  • 4-5 years of experience in data collection, management and analysis.
  • Knowledge of research and evaluation.
  • Experience communicating data to multiple audiences in a culturally competent manner.
  • Passion for and demonstrated commitment to working with racially and economically diverse communities.  
  • Experience leveraging data for systemic change. and familiarity with community-based Participatory-Action Research principles.
  • Strong written and verbal communication skills and ability to adapt to audience.
  • Strong problem-solving skills.
  • Responsive to various demands and ability to manage competing priorities.
  • Familiarity with data privacy requirements such as HIPAA, FERPA.

DESIRED QUALIFICATIONS:

  • Master’s degree in social sciences, statistics, computer science or a related field + 2-3 years of experience in data collection, management and analysis.
  • Experience with community-based Participatory-Action Research principles.
  • Experience with statistical packages such as SPSS, R, STATA.
