World Vision seeks a full-time Gender Mainstreaming Advisor (based in Amman, Jordan with regular travel to Gaziantep, Turkey and regionally) for World Vision’s Syria programme, including the proposed USAID-funded two-year, multi-sector humanitarian programme in northern Syria.

An integral part of the programme team, the Gender Mainstreaming Advisor will provide the World Vision (WV) with technical leadership and programmatic integration on gender equality and women’s empowerment. She/He will provide technical leadership in robust mainstreaming of gender across consortium activities (and other Syria projects), including technical support for program design, development, budgeting, planning, monitoring and evaluating. Other key objectives of the position include to:

  • To foster constructive dialogue and technical exchanges among WV, consortium partners, field counterparts, academics, fellow practitioners, and technical staff of implementing partners;
  • To create tools, vocabulary, and networks to discuss the implications of gender in conflict, and to mainstream gender into programming
  • If needed, to establish innovative research programmes that support core focus areas and tools
  • To effectively collaborate across WV, the consortium, and with local partners on advocacy strategies on the full range of thematic issues on which the consortium works, including advocacy to the UN and US policy actors;
  • To train and technically support for colleagues, to raise the gender sensitivity level of all staff.

The Gender Mainstreaming Advisor ensure quality assurance from a technical perspective to the implementation of all gender-related results as well as effectively integrate gender in programme management.

Areas of Responsibility: 

Technical Leadership:

  • Serve as technical lead in all organizational aspects related to gender, gender equality and empowerment.
  • Guide WV, consortium partners, and local partners in applying principles of gender equality in all operational policies and practices, and assist help to set meaningful and targeted goals for more gender equitable internal practices.

Gender Integration in Implementation:

  • With WV and programme partners, conduct gender analysis for the programme context and explore other programme models/tools that can be used in the programme.
  • With the programme teams, develop social and gender inclusion strategies for the broader programme that will implemented across the programme components.
  • Facilitate or monitor gender related activities.
  • Contribute to reporting on results achieved on social inclusion and gender aspects.
  • Identify and capture of best practices and lessons learnt on social and gender equality.
  • Provide advice to the Programme staff to ensure programme support services are gender sensitive to include inclusion of gender in monitoring and evaluation-related activities.
  • Develop and facilitate workshops on gender related concepts, policies or sectoral issues to develop knowledge and ownership on gender issues.

Training and Capacity Building:

  • Design and implement capacity building activities in relation to social and gender inclusion for programme staff/suppliers/communities as appropriate.
  • Provide advice to Programme staff/ COP, leadership representatives on gender and social inclusion aspects.
  • Prepare monthly gender activity plan and report on issues and activities with community.

Liaison & Miscellaneous:

  • Liaise with security advisors, to work for more gender equal country risk analyses and safety trainings to allow for improved recognition of women-specific security concerns.
  • Coordinate with other WV Technical Advisors in the different technical units to support country staff in understanding and applying approaches to delivering more gender equitable and accessible programming.
  • Serve as a hub of gender knowledge for the regional and country teams to provide gender technical knowledge and expertise, to monitor new practices, and document the results.
  • Perform any other tasks given by the supervisor.
Educational Background: 
B.A. in international affairs, political science, Gender Theory, Women’s Studies or related area.
Skills/Experience: 
  • Substantial knowledge of the United Nations, including an understanding of its principal institutions and inter-governmental bodies, and especially UN Resolution 1325.
  • Ability to design and execute strategic, adaptable and tactical work plans.
  • A strong understanding of conflict environments; direct experience in conflict environments preferred.
  • An effective policy thinker and public speaker.
  • Excellent writing and editing skills in English.
  • Experience having worked with a high-performance, collaborative, constructive team environment.
  • Personal qualities of integrity, credibility, and a commitment to and passion for WV’s mission.
  • 7-10 years of work experience principally in advocacy and/or programming specific to gender in conflict.
  • English required (fluent written and verbal abilities).
  • Arabic preferred (fluent written and verbal abilities).

Preferred Skills, Knowledge and Experience:

  • Fluency in one or more additional language(s) is advantageous, especially Turkish or Arabic.
  • M.A. in international affairs, political science, Gender Theory, Women’s Studies or related area.
  • Experience working on/under OFDA grants in conflict area.
  • 2-3 years of experience in the Middle East.

Work Environment/Travel:

  • Estimated 25% travel to the various regional offices.
