LEAD THE TEAM THAT STANDS WITH SURVIVORS
Are you an experienced advocate ready to lead? Your Safe Haven, Inc. (YSH) is hiring a Victim Services Manager to guide our direct services team and strengthen trauma-informed support for survivors across Bedford County.
This is a hands-on leadership role. You will supervise and coach advocates, set the standard for crisis intervention and confidential advocacy, and build trusted partnerships across the community. You will also stay close to the work by taking part in our shared on-call crisis rotation.
Why this role matters
YSH is strengthening its direct services model, so every survivor receives consistent, confidential, trauma-informed support from first contact through follow-up. As our lead advocate and program supervisor, you will set the tone for that work: supporting advocates, improving how services flow, protecting confidentiality, and building trust with partners.
What makes this role a good fit
- Real leadership influence. You will make program-level decisions about service models, workflow, and coordination in partnership with the Executive Director.
- A team-first culture. We practice reflective supervision, plan workloads realistically, and offer flexible scheduling after significant after-hours response.
- Support to grow. We provide training, conferences, and hands-on support learning grant and reporting requirements.

WHAT YOU WILL DO
Lead advocacy and services
- Provide day-to-day leadership for victim services, including direct advocacy, outreach, education, and coordinated community response.
- Set and reinforce practical standards for crisis intervention, safety planning, confidential advocacy, informed consent, documentation, and follow-up.
- Offer reflective supervision and case consultation, and monitor service quality so every client receives consistent support.
Supervise and develop the team
- Supervise and evaluate Full-Time Advocates, On-Call Advocates, volunteer advocates, and the Outreach Coordinator.
- Assign work, set priorities, coach staff, and lead case management meetings.
- Support staff wellness and address vicarious trauma, secondary traumatic stress, and burnout.
- Take part in hiring victim services staff alongside the Executive Director.
Protect confidentiality and ethical practice
- Safeguard confidential domestic violence and sexual assault (DV/SA) services, and make sure staff understand privilege, informed consent, and information-sharing boundaries.
- Serve as the first point of consultation for confidentiality, ethics, and role-boundary questions.
- Keep clear lines between confidential community-based advocacy and prosecution-based advocacy.
Build community partnerships
- Build strong relationships with law enforcement, healthcare providers, courts, child welfare, schools, and Children's Advocacy Center (CAC) partners.
- Represent YSH on multidisciplinary teams and coalitions, including the Bedford County STOP Team and the Multidisciplinary Investigative Team (MDIT).
- Help resolve conflicts, clarify roles, and recommend practical solutions to systemic barriers survivors face.
Respond to crises
- Participate in the shared on-call rotation, providing crisis intervention, safety planning, and advocacy, including response with law enforcement, hospitals, and courts.
- Model high-quality advocacy and provide backup coverage when needed.
Strengthen programs and reporting
- Ensure accurate data, documentation, and reporting for funders, including the Pennsylvania Coalition Against Domestic Violence (PCADV), the Pennsylvania Coalition to Advance Respect (PCAR), and the Pennsylvania Commission on Crime and Delinquency (PCCD).
- Use data and feedback from staff and partners to identify service gaps and recommend improvements, with support from the Executive Director.
WHAT YOU WILL BRING
