The Head of Financing/Finance & Administrative Director will be responsible for financial and administrative aspects of the project, including overseeing accounting for other illustrative activities/investments, overall accounting, sub-grants, small-grants, and financial capacity building of CSOs. The Finance Director will establish and maintain sound financial management practices, and ensure the project’s compliance with FHI 360 and USAID procedures, rules and regulations. The position will be based in Ziguinchor ( South of Senegal) and recruitment is contingent upon USAID approval.

Areas of Responsibility: 
  • In charge of managing the Administration & Finance Department, the head of financing supervises all activities relating to the accounting, financial, management control and general services of the organization and its related entities (Human Resources, IT, Contracts / Purchasing and Admin).
  • Assures in collaboration with the accountant the keeping of the accounts of the operation (authorization, imputation, payments of invoices, wages).
  • Monitors, validates and transmits monthly accounting to the head office
  • Tracks and budgets expenses.
  • Leads the development and implementation of annual plans in accordance with strategy and policies.
  • Ensures compliance with the budget that has been voted for FHI360 offices in Senegal.
  • Guarantor of the accounting and the good financial production of the organization.
  • Participates in the development and analysis of the financial reports of the various projects.
  • Participates in the preparation and analysis of monthly expenses.
  • Participates in the preparation and coordination of the monthly closing work.
  • Participate in the development and modification of budgets.
  • Participates in accounting work: verification of supporting documents, monitoring of payments and processing of transactions in the accounting software.
  • Participates in the management of advances, the monitoring and the liquidation of mission advances, workshops, staff, partners and consultants.
  • Participates in the preparation of salaries, statements of taxes.
  • Participate in partner expenditure analysis work.
  • Prepares the preparation of the various audits of the accounts and the financial statements
  • Coordinates the work with the management control unit.
  • Ensures compliance with legal and administrative deadlines specific to associations.
  • Ensures the security of different sites, data, assets and people.
  • Ensures the coherence of internal information systems.
  • Ensures the supervision of teams and the management of lead managers.

  • Works on problems of complex scope that require in depth evaluation of data and various factors.
  • Exercises judgment within broadly defined practices and policies in selecting methods, techniques, for obtaining results.
  • Decisions made generally affect company operations and may jeopardize overall business activities.

Supervision Given/Received:  

  • Manages staff to meet departmental and organizational strategic goals.
  • Sets goals and budgets, develops and implements procedures, and trains staff to achieve results.
  • Develops and recommends solutions to management meet internal and external needs of the company.
  • Typically reports to Chief of party and WAMERO.
Educational Background: 
Bachelor's Degree or its International Equivalent
Skills/Experience: 
  • Comprehensive knowledge of concepts, practices, and procedures with finance operations and management. Excellent oral and written communication skills.
  • Excellent and demonstrated organizational and presentation skills.
  • Excellent and demonstrated project management skills.
  • Ability to influence, motivates, and negotiates and works well with others.
  • A Master or minimum BAC + 4 in finance and accounting or any equivalent degree of preference, preferred
  • Have 10+ years of experience in the area of ​​accounting and finance preferably.
  • Have at least 5 years of USAID public funding management practice.
  • Having 5 years of experience has a managerial position preferably.
  • Strong knowledge of US federal regulation (contract and sub-partner management).
  • Experience in capacity building in NGO financial accounting
  • Expertise in US government costs principles, rules and regulations and their application in program decision-making.
  • Proven experience in supporting and collaborating with program technical staff to ensure resources are used effectively and accurately reporting expenditures.
  • Have an excellent ability to communicate in English and French, both orally and in writing preferably.
  • Master Excel, Word, Quickbooks or any other accounting software.
  • Strong ability to develop accurate and timely reports to donors.
  • Ability to work in a multisectoral, multi-disciplinary and multicultural environment.
  • Experience working as a member of a high performance team
  • Have an excellent ability to communicate in English both orally and in writing.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

Typical Physical Demands: 

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
