To manage and coordinate Supply Chain functions for World Vision – Myanmar.

Areas of Responsibility: 

Supply Chain Management (SCM), Strategy and Annual Plan of Action:

  • Develop a Supply Chain Management strategy aligning to National Office Strategy.
  • Develop Annual Business Plan in consultation with key stakeholders & Regional Suppply Chain Management (RSCM) and based on the Department Strategy.
  • Set goals and objectives of SCM Unit.
  • Human Resource Management in the SCM Department.
  • Lead setting of performance objectives for Supply Chain Management staff.
  • Provide regular feedback on performance and identifying training needs.
  • Develop, deliver and attend training programs.
  • Provide leadership in implementing Global on Supply Chain Management Policies and Procedures and coordinate any changes with RSCM.

Supply Chain Management Performance:

  • Lead and coordinate the Supply Chain Department and be responsible for an optimal interface between the supply chain and business units as it relates to the procurement function.
  • Leads monthly divisional and department reviews to address Open procurement issues/performance against procurement plans, and Development of plans.
  • To support new, additional, and changing requirements (Budget changes / Grants/new programs).
  • Managing continuous improvement in Supply Chain Management through monitoring of Supply Chain Management Progress Reports and Supply Chain Management monthly reports.
  • Manage suppliers performance against contract and framework agreements.
  • Work closely with the appropriate government agencies in leveraging official resources and plans.
  • Manage and facilitate the Tax exemption process with the Finance Department.

Tracking and Reporting:

  • Define and manage integrated cross functional Key Performance Indicators (KPIs) and lead the development of action plans to address areas of poor performance.
  • Track and analyse Supply Chain performance against established target levels (KPIs).
  • Report Performance monthly to the Senior Leadership Team and GSCM.

Technical Support to Divisions:

  • Provide Technical Support to Operation & GAM Teams in proposal, procurement plans and Budget development.
  • Provide periodic progress reports and updates on matters to bring into their attention.

Planning:

  • Coordinate with RSCM ensuring the NO has captured GSCM requirements in the National Office (NO) Process, proper tool is being used.
  • Communicate the Procurement Planning process to stake holders and highlighting the changes / additions to the process.
  • Lead development of Consolidated Procurement Plans grants, all functional departments and the ADPs.
  • Communicate the updates on the planning process, highlights from the procurement plans.

Strategic Sourcing:

  • Lead development of category strategies and approaches.
  • Manage implementation of consistent and effective strategic sourcing process.
  • Communicate sourcing approaches to relevant stakeholders.
  • Build and maintain successful working relationships with suppliers.
  • Plan strategies for and lead negotiations with suppliers.
  • Manage contract development with legal based on Global Contracts.
  • Identify areas for process improvements in strategic sourcing.

Warehouse Management:

  • Ensure global warehouse management processes, standard documents, standard registers and records are implemented Oversee and ensure appropriate storage and safety of goods.
  • Ensure all stock movements are properly updated in stack cards, records and registers and investigate any difference.
  • Ensures relevant documents are filed and maintained as per World Vision International’s requirements.
  • Ensure the physical safety measure are implemented. I.e.: ongoing security, fire extinguishers, cleaning supplies and first aid supplies are accessible at all times.
  • Ensures SCM provides shipment schedules to ensure adequate personnel are available to receive and store large shipments.
  • Identifies premises suitable for warehousing (in the event WV does not have their own warehouse).

Educational Background: 
University degree in Business administration, Social Science, Procurement, Supply Chain Management or similar degree, Business administration, SCM - preferred.
Skills/Experience: 
  • Professional qualification in SCM - preferred.
  • Purchasing know-how and mastery in the 7-Step Sourcing Process.
  • Specific knowledge of local legal positions for contracts.
  • Highly experienced in negotiation strategies and tactics.
  • Experience in performance management and benefits tracking.
  • Ability to drive strong relationships with suppliers.
  • Ability to explain complex supply chain concepts in simple terms to a diverse client team (senior executives and Supply Chain Management professionals).
  • At least 5 - 10 years’ experience in purchasing.
  • At least 3 - 5 years’ experience in a management position.
  • Team leader experience for minimum of 2 years.
