We are currently recruiting for two Regional Program Managers for this project in Myanmar covering Sittwe and Myitkyina.  Both of the  Regional Program Managers will supervise field office staff in an anticipated USAID community strengthening project. S/he will be responsible for managing the project’s operations, financial and administrative, and activity management systems in the field to ensure compliance with Contractor and USAID requirements, with guidance and support from the Chief of Party or Deputy Chief of Party to ensure adherence to all required policies and procedures. The Regional Program Manager is responsible for the overall regional program strategy, including responsibility for financial and administrative management, as well as activity development and implementation. This position is also responsible for advising USAID, the Chief of Party, and other program staff on the evolution of the local political, economic and social situation in their area and on how to continually adapt the program to ensure it remains relevant and effective.

Areas of Responsibility: 
  • Supervision of field office staff
  • Responsible for managing the project’s operations in the region
  • Responsible for managing the project’s finances in the region
  • Responsible for managing the project’s personnel and administration in the region
  • Responsible for managing the project’s activity management systems in the region to ensure compliance with contractor and USAID requirements,
  • Responsible for ensuring adherence to all required policies and procedures
  • Responsible for the overall regional program strategy, as well as activity development and implementation
Educational Background: 
Bachelor's Degree. in a relevant field such as international relations, political science, business, data science, journalism, public administration, law, or peace/conflict studies.
Skills/Experience: 
  • Prior military experience with honorable discharge will be considered as a substitute for degree requirements.
  • At least four years of progressively responsible experience, including supervisory management experience, working on relevant field-based projects in a similar capacity. Experiencing managing a regional field office that supporting operations through multiple partners is strongly preferred.
  • Relevant experience with field-based operations and financial management, including budget development and tracking, financial management, personnel administration, logistics and/or procurement, is required.
  • At least two years of experience working in in complex, dynamic and challenging field operations in developing countries required. Experience with previous Asian or Southeast Asian countries undergoing transition preferred.
  • Demonstrated political acumen, excellent judgment, and ability to work independently in a remote environment. Strong analytical skills and the ability to assess and advise conflict-sensitive programming that adheres to ‘do no harm’ principles required.
  • Strong communication skills, including interpersonal and in written and oral English.
  • Myanmar language skills required.
