FHI 360 is seeking a Program Manager, Intercommunal Harmony & Religious Freedom (Program Manager - ICH). This position will report to the Director - ICH and will undertake activities primarily designed to increase intercommunal harmony and religious freedom in Myanmar. The Program Manager - ICH is responsible for supporting strategic planning and oversight of project activities that build the capacity of local organizations, increase access to information on democratic governance and reform issues and increase the coordination between media and local CSOs on intercommunal harmony and religious freedom in Myanmar. Working closely with the Director – ICH, the Program Manager will support quality project implementation including developing and maintaining relationships with local stakeholders and organizations, supporting the successful set up and implementation of a capacity building program (which includes organizing trainings and workshops), including ensuring a high standard of consultant delivery and where necessary conducting trainings themselves.
The Program Manager - ICH will be based in the Project’s Yangon office. S/he will bring both technical and administrative skills to the support of Project grants and capacity building from pre-award to contract close-out, ensuring compliance with USAID regulations.
The Program Manager will be responsible for:
- Working as an integral part of the ICH & Religious Freedom Team, and liaising closely with the Project’s other technical teams, including the Media, Peace & National Reconciliation, and Legal & Policy Reform teams, as well as the Strategic Information Team and Finance & Operations, to achieve project goals.
- Working with technical staff to design and carry out programming to improve intercommunal harmony and religious freedom in Myanmar. Help design solicitations, identify potential partners, and review grant proposals related to intercommunal harmony and religious freedom.
- Supervising program officers in preparing the necessary supporting documentation before submitting grant proposals to the Director prior to final approval from Chief of Party
- Helping with the oversight of project grants to selected organizations working on ICH and religious freedom from both technical and administrative points of view, assessing grantees’ capacity, making sure they understand the terms of their grants, and helping ensure that they receive suitable support and capacity-building, both technical and administrative;
- Building the capacity of grantees to comply with best practices in award and program management;
- Ensuring that all solicitations, due diligence procedures and management procedures relating to grants are aligned with best practices and FHI 360 and USAID requirements;
- With guidance from the Program Director, ensuring that the FHI 360 Fraud Prevention Policy and other policies and requirements, including USAID regulations and requirements relating to Myanmar, are observed and explained to grantees and fully complied with.
- At least 5 years’ experience locally or internationally in ICH or religious freedom with a relevant donor, government agency, media organization, business or CSO;
- At least 3 years’ experience negotiating and directly managing contracts, grants or other comparable agreements;
- Knowledge of USAID rules, regulations and processes;
- Good oral and written communication skills in both Myanmar and English;
- Good organizational skills and the ability to manage multiple tasks;
- The ability to use technology independently, and to ensure the integrity of systems, internal controls and data; also the ability to recommend modifications of these systems as needed;
