Save the Children has been a principal recipient (PR) of three grants under the Global Fund to Fight HIV, Tuberculosis and Malaria in Myanmar since 2011. Under the leadership of the Ministry of Health and Sports, Save the Children Principal Recipient (SC-PR) will continue to support the implementation under the New Funding Model for 2018 – 2020. Save the Children will disburse over $96 million Global Fund support to 14 sub-recipients for 24 sub-grants working in all states and regions of Myanmar, covering 259 out of 330 townships. SC-PR employs a team of highly qualified national and international experts in the areas of public health programming, monitoring and evaluation, finance and grants management, and procurement and supply chain management. This technical team ensures that all sub-recipient organizations implement high quality programs according to Myanmar’s national strategic plans for HIV, TB and Malaria. By making field monitoring visits, facilitating cross-learning in technical meetings and providing ongoing feedback to sub-recipients, SC-PR supports program impact and value for money for the Global Fund grants in Myanmar

Save the Children seeks a full time Deputy Chief of Party (DCOP)/Deputy Director Support and Operations to be based in Yangon, Myanmar. The DCOP/Deputy Director for Support and Operations is a senior management position working closely with the COP/Program Director in all aspects of support functions for Save the Children Principal Recipient for three grants from the Global Fund for AIDS, Tuberculosis and Malaria (GFATM). With an overall budget of $96 million across the three grants from 2018 – 2020, the Deputy Director for Support and Operations will manage a complex and high value portfolio with fourteen sub-recipient organizations and 24 sub-grants.

As a senior team member of the Global Fund project, the Deputy Director, Support and Operations will be responsible for the management and oversight of day-to-day operations of the Global Fund project including procurement and supply chain management (PSM), financial management, administration/logistics and the capacity building of partner organizations and within the team. Working with the management team, the position also contributes to the development and implementation of organizational strategies, policies and project proposals.

The Deputy Director will manage support functions with a view towards efficiency, responsiveness and accountability, ensuring compliance with local law and Save the Children policy at all times, and will be expected to harness a working environment which encourages team work, energy and creativity.

Areas of Responsibility: 

Oversee procurement and supply chain management: (Essential Duty, 30% of Time)

  • Oversee the annual processes associated with forecasting, procurement of health and non-health products and services, Supply Chain, Logistics and PSM Management Information System.
  • Supervise the identification of internationally recognized Procurement Agents (PA) as needed as well as the importation process of pharmaceuticals and health products to Myanmar.
  • Support compliance with procurement processes and guidelines.
  • Ensure the routine updating of PSM guidelines and standard operating procedures in keeping with international guidelines.
  • Supervise adherence with the Quality Assurance and Quality Control procedures as per GFATM grant requirements.
  • Support oversight of SRs (local supply chain) management of grant related commodities distribution and logistics fleet as well as local SR procurement
  • Support strengthening of the supply chain for grant-related commodities: Inventory management practices; Management information system (including SOP and necessary tools); distribution logistics; report on consumption and commodity management indicators.
  • Monitor and assess procurement risks and implement action to address these risks effectively through preventive actions.
  • Liaising with the Global Fund on PSM-related inquiries in collaboration with the Senior PSM Manager

Supervise financial management and compliance: (Essential Duty, 50% of Time)

  • Oversee budget development and expenditure monitoring (including sub-recipient budgets).
  • Support the preparation of financial reports, and maintenance of master agreement files.
  • Ensure compliance with Save the Children’s accounting policies, and Global Fund requirements, ensuring that accurate, complete and reliable financial information is maintained in the financial system (Agresso).
  • Oversee an effective and efficient control of project assets and cash flow to minimize receivables and currency revaluation losses.
  • Liaise with the Global Fund and the Local Funding Agent on all finance-related inquiries and issues.
  • Implement a proactive strategy to build SR organizational and financial capacity within the context of the grant.
  • Support fraud prevention, deterrence and detection at all levels of grant management and implementation.
  • Arrange and lead on grant audit arrangement and support the field works of GFATM/OIG.

Manage administrative support: (Essential Duty, 10% of Time)

  • Liaise with the Country Office to ensure adequate support services are available to support grant implementation, including fleet, IT and communications.
  • Ensure strong inventory management systems are in place and regularly implemented.
  • Supervise compliance with immigration requirements as well as obtaining necessary permissions for expatriate staff work and travel.
  • Oversee office and expatriate residential property rental and maintenance.
  • Oversee and liaise with the Government Relations team on the GFATM MOU.

External Representation/Networking (Essential Duty, 10% of Time)

  • Maintain/develop relations with the relevant stakeholders (Ministry of Finance and Planning, Ministry of Health and Sports, UNOPS, UNAIDS and WHO in relation to Global Fund budgeting and financing.
  • Maintain good relationship with SCI internal counterparts, Local Fund Agent (LFA), SCUS and Country Team of GFATM in order to strengthen coordination and collaboration for the GFATM Myanmar Program.
Skills/Experience: 
  • 5-7  years’ management experience in complex international development programs 
  • Experience directly managing Global Fund grants
  • Significant experience in financial monitoring, budgetary systems and controls with strong analytical skills and good knowledge and experience of financial computer applications, including accounting packages and spreadsheets
  • Strong knowledge and experience in international procurement and supply chain management systems, including procurement of both goods and services
  • Administrative experience for multi-million dollar programs in developing countries
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Skill in managing and building staff and partner organization capacity
  • Excellent written and oral English communication skills
  • Ability to work effectively in cross-cultural settings
  • Ability to think creatively to solve problems and accomplish goals
  • Experience training colleagues and partners
  • Commitment to and understanding of Save the Children’s mission, values, and its competency framework (Accountability, Ambition, Collaboration, Creativity, Integrity);
  • Ability to work and live in Myanmar.
  • Ability and willingness within Myanmar up to 10% of the time

Preferred Qualifications
