Technical Officer, Teaching and Learning

Provides technical support and guidance to staff and partners in the region and in country offices. Implements and monitors technical strengthening initiatives. Develops adoption and/or training strategy, designs and conducts training or adoption activities for a specific technical area. Creates scientific and technical material in area of expertise. Assists and gives guidance with development of proposals. Works with communities and partners to maximize local capacity. Evaluates programmatic effectiveness and provides technical assessment reports.

Areas of Responsibility: 

Project Support:

  • Works closely with teaching and learning team to ensure activities are implemented according to standard operating procedures and best practice.
  • Support capacity building of field teams in technical areas specific to the teaching and learning team including reading and math pedagogy and materials, assessment, and monitoring and evaluation.
  • Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Ensures project implementation adheres to company strategy and remains technically sound.
  • Provides leadership and team building at the project and task level.
  • Oversees all aspects of the programs/projects.
  • Develops strategies and tools for the design and implementation of specific technical components.
  • Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.
  • Analyzes data sets and technical assessment findings.
  • Develops and monitors work plans.

Thought Leadership:

  • Assists with publications, web pages, and presentations. Delivers presentations at professional meetings and conferences. Serves as company liaison to external organizations at professional meetings and conferences as assigned.
  • Responds to requests and inquiries from internal and external staff.
  • Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures. Prepares reports and papers summarizing project results. Writes and edits technical reports and documents.
  • Provides technical support in the development and dissemination of tools, teaching and learning materials, evaluation reports, papers, and intervention for research projects.
  • Assists with the implementation of research studies.
  • Leads the design, development, planning, and implementation of global level innovative technical strategies.

Business Development:

  • Supports all aspects of pre-proposal and proposal development for business opportunities for USAID and other clients.
  • Provides technical guidance on the design of proposals to support business development work with a variety of different government, multi-lateral, and private donors.
  • Conducts business development capture trips
  • With the T&L Team, develop a robust portfolio of innovative T&L education projects.
Educational Background: 
Master’s Degree preferred. Minimum Bachelor's Degree or its International Equivalent in, Education, Human Development, International Development, Social Sciences or Related Field.
Skills/Experience: 
  • Strong knowledge of concepts, practices and procedures with providing technical support for research studies.
  • Excellent oral and written communication skills.
  • Excellent organizational and analytical skills.
  • Excellent and demonstrated program/project management skills.
  • Ability to influence and collaborate with others.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors and prepare reports.
  • Ability to problem solve and implements corrective action as needed.
  • Typically requires 8+ years of managing data collection and technical assistance experience.
  • Proficiency with database management software and on-line search tools required.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English and French.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company and experience supporting project and/or developing proposals for USAID and other donors.
