FHI 360’s Global Education Department focuses on education development throughout the developing world. Work is conducted through contracts and cooperative agreements from funders such as the US Agency for International Development (USAID), the Millennium Challenge Corporation (MCC), and Kosmos Energy, among others. The Global Education Department currently implements large multi-year education programs in countries across Africa, Asia, the Caribbean, and Central America, as well as other programs that focus on research or targeted technical assistance. The Global Education Department has major technical and research initiatives in early teaching and learning, post-primary education, and education in conflict and crisis.

The Global Education Department seeks a Technical Officer III to provide technical support to the Advance Program and business development support in the areas of technical and higher education, along with additional support for other Global Education projects as needed.

The Advance Program, funded by USAID, strengthens the capacity of select two- and three-year technical tertiary institutions, providing market-relevant, quality training to disadvantaged youth in Guatemala, Honduras, and Jamaica. From 2015-2020, FHI 360 is strengthening degree programs in selected academic institutions in 5 key areas: curriculum design and pedagogy, teacher professional development, career services, student admissions and recruitment, and scholarship management.

Areas of Responsibility: 

Technical

  • Monitor and support the implementation of in country technical strategies, with an emphasis on workforce development and higher education strengthening, including student admissions and recruitment, and career services support.
  • Conduct analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines. Contribute to development work plans and quarterly reports as needed.
  • Write and edit technical reports and documents, summarizing project results. Assist with developing publications, web pages, and presentations.
  • Implement the project’s regional communication strategy, monitoring the creation and publishing of information on the Program’s website and social network accounts.
  • Liaise directly with project field staff to ensure quality of technical activities.
  • Coordinate and liaise with internal units on all phases of the production of technical documents and presentations, including writing, editing, formatting, and publishing.
  • Conduct research and literature reviews to achieve program objectives, including collecting, compiling, and analyzing information relevant to higher education topics.
  • Provide leadership and team building at the task and project levels.
  • Deliver presentations at professional meetings and conferences.

Program Management: Work with project director/managers and other team members to:

  • Identify and resolve project issues and implements improvement plans to ensure project stays on schedule and within budget.
  • Ensure project implementation adheres to project strategy and standard operating guidelines.
  • Monitor subaward contracts and ensures all final deliverables are saved and stored for program closeout and/or audits. 
  • Manage phases of subcontractor and consultant processes, including drafting and posting scopes of work (SOWs), coordinating selection processes in compliance with FHI 360 polices, accepting and reviewing deliverables, and modifying contracts.
  • Support the hiring and onboarding of team members in the country offices by working directly with HR team members in Washington D.C. and country offices. 
  • Provide guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work through effective communication with internal and external contacts.
  • Support knowledge management of project documents, through platforms such as SharePoint, in accordance with FHI 360 policy.

Business Development and Communications

  • Support all phases of a proposal process, including leading technical design and budget development for Global Education proposals.
  • Develop or write technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures for proposal development.
  • Develop communications pieces to promote project accomplishments and lessons learned, including press releases, announcements, blog posts, and success stories.
Educational Background: 
Bachelor’s degree or its international equivalent in international development, education, human development, political science, sociology, or other related field. Master’s degree preferred.*
Skills/Experience: 
  • 8+ years of experience providing technical assistance for international education projects.*
  • Demonstrated experience directly managing partnerships with universities and/or youth scholarships programs in the US and in Latin America and the Caribbean.
  • Demonstrated leadership roles for business development processes and proposals.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred. Experience with US government rules and regulations preferred.
  • Demonstrated experience managing complex tasks within fixed time frames.
  • Sensitivity to cultural diversity and understanding of political, contextual, and ethical issues in assigned areas in Latin America and the Caribbean.
  • Articulate, professional, and able to communicate in a clear, positive, and timely fashion with clients and staff. Strong writing skills required.
  • Must be able to read, write, and speak fluent English and Spanish.
  • Experience using Microsoft Office Suite.
