Technical Officer III - Education in Emergencies

The Technical Officer III is a member of the Global Education Department and provides technical support and leadership to staff and programs within the Education in Emergencies (EiE) practice area.  S/he will directly support the work of the Associate Director EiE in three areas: project/program support, business development, and thought leadership. Implements and monitors strategic and technical initiatives, with a specific emphasis on education in emergencies. The Technical Officer III will provide thought leadership and technical guidance around the issues, challenges, and strategies for improving access to quality education in areas affected by conflict, civic unrest, crime and security concerns, and natural and man-made disasters. S/he will contribute to EiE knowledge products through the creation and management of reports, technical materials, and conflict-sensitive solutions. Working closely with project and HQ teams, s/he will support EiE programs/ projects by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports. The Technical Officer III will contribute to business development efforts, including supporting the Associate Director EiE in opportunity identification, capture, proposal development, and strategic partnering. 

Areas of Responsibility: 

Project Support (60%)

  • Supports work of the Associate Director in project implementation and management in both protracted and acute crises contexts.
  • Provides the project staff with overall technical direction and guidance in line with the program expected outcomes.
  • Supports technical aspects of EiE programs/projects including capacity building for project and home-office staff in EiE foundations (e.g. INEE minimum standards, conflict-sensitive education, Accelerated Education Working Group principles, safe schools, various EiE technical topics)
  • Monitors and maintains crisis and humanitarian project protocols, instruments, data sets, manuals, training materials and reports, especially related to rolling assessments, school climate, safe learning environments, quality instruction, and fidelity of implementation.
  • Works closely with the EiE project team to ensure project implementation remains technically sound and adheres to company strategy and standard operating procedures (SOP’s).
  • Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
  • Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
  • Assists with the implementation of research studies by providing technical support and overall management to ensure coordination and field-level implementation.
  • Provides leadership and team building at the task level.
  • Develops strategies and tools for the design and implementation of specific technical components, especially related to accelerated education, local institutional capacity building in EiE, policy guidance and influence as well as various EiE curricula across primary, secondary, non-formal education, and youth skills building, etc.
  • Collaborates with the research and evaluation team to interpret data sets and other assessment findings.
  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects.

Business Development (20%)

  • Provides technical guidance on the design of proposals to support EiE business development work with a variety of different government, multi-lateral, and private donors.
  • Conducts business development capture trips
  • On assigned projects, takes technical leadership on the development and design of the technical approach in proposals, with the input and approval of the Associate Director, EiE.
  • Work with the Associate Director, EiE, to develop a robust portfolio of innovative EiE education projects.

Thought Leadership (20%)

  • Supports the Associate Director EiE on technical leadership inputs on EiE convenings, events, reports, publications, social media, and other thought leadership products and activities
  • Serves as company liaison to external organizations and networks at professional meetings and conferences as assigned.
  • Delivers presentations at professional meetings and conferences.
  • Provides leadership for EiE capacity building efforts within FHI360, through training sessions, coaching, and mentoring.
  • Manages EiE content knowledge and the knowledge management system.
  • Conducts searches of published literature and up-to-date innovations in EiE for ways to integrate into current EiE projects.
Educational Background: 
Master’s Degree or its International Equivalent in Economics, Education, Technical Quality Assurance, Human Development, International Development, Social Sciences or Related Field.
Skills/Experience: 
  • Strong knowledge of EiE and humanitarian concepts, principles, practices and procedures with providing context-specific technical support for non-formal education, education policy, local institutional capacity building.
  • Excellent rapid education in emergencies needs assessment data collection and analysis skills, experience with conflict analysis and Rapid Education and Risk Analysis in particular is a plus.
  • Excellent oral and written communication skills.
  • Excellent organizational and analytical skills.
  • Excellent and demonstrated program/project management skills in crisis contexts.
  • Ability to influence and collaborate with others.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to problem solve and implement corrective action as needed.
  • Typically requires 8+ years of technical assistance experience in implementing and managing education programs and projects in emergency, conflict, and crisis settings with a focus on non-formal education / accelerated education, education policy, local institutional capacity building.
  • Technical expertise in INEE and USAID best-practices, local institutional capacity building, non-formal / accelerated education, education policy, and various EiE curricula (literacy, numeracy, social-emotional learning, etc.).
  • Proficiency with database management software and on-line search tools required.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company working in contexts affected by conflict and crisis.
  • Well informed of current programming trends in EiE
  • Must be able to read, write, and speak fluent English
  • Must be able to read, write, and speak fluent French
