Technical Advisor: Knowledge Management for FP/RH, Knowledge SUCCESS Project

PSI anticipates being awarded a multi-year, multi-million dollar project to ensure high-quality Reproductive health/ Family Planning information, knowledge, and expertise is exchanged, accessed, and used, and to build capacity in knowledge sharing, spurring collaboration, proctive learning and thoughtful adaptation.

The overall goal is to improve health and development outcomes, with the specific purpose of improving and strengthening programs and services by supporting increased utilization of evidence-based information in global health programming, particularly focused on supporting increased utilization of evidence-based information in informed and voluntary Family Planning / Reproductive Health programming, as well as Knowledge Management capacity building in field programming.

Areas of Responsibility: 
  • Lead the development of RH/FP strategies, policies, and operational frameworks.
  • Develop strategies and workplans to promote knowledge use among FP/RH implementers; work with resource partners to leverage technology to promote knowledge sharing and use; contonuosly engage the community of practice and create an excitement about knowledge sharing; develop innovative means of tracking knowledge use across a wide variety of RH/FP program implementers.
  • Provide guidance and expert advice on implementation of new or emerging initiatives/services, including youth-friendly services.
  • Support the development and oversight of knowledge management systems and work processes, leading the identification of FP/RH specific knowledge management needs and solutions.
  • Monitor the progress and pace of project implementation, ensuring that the technical aspects of the project are realized, meet high quality standards, and align with all internal controls.
  • Assist in design, implementation and oversight of program activities, working closely with implementing teams across the consortium.
  • Provide effective technical assistance to technical members of the in-country management teams, as well as short–term technical consultants.
  • Establish collaborative working relationship with MOHs and key RH/FP stakeholders, sharing lessons learned and best practices.
  • Represent the consortium’s objectives and capabilities to various country missions, and actively help to secure their buy in.
  • Participate in quality and timely reporting to USAID through monthly, quarterly and annual reports.
Educational Background: 
Has a Master’s degree in public health or related field.

The candidate shall possess will possess:

  • Has at least ten (10) years of experience either managing or providing technical support to large and complex international health projects with significant FP/RH components, of which at least five (5) years in total must have been based/in residence in low and middle income countries. Experience with significant FP/RH components should include experience in implementation and FP programming as well as familiarity with current evidence and research in FP/RH.
  • Has experience in development and oversight of knowledge management systems and work processes; and in identifying FP/RH knowledge management needs and solutions.
  • Demonstrates strong communication skills and experience collaborating effectively with a wide range of stakeholders.
  • Demonstrates innovation and flexibility in technical practice and/or management; and Is a Senior technical expert in FP/RH with demonstrated experience operationalizing the integration of critical cross-cutting areas, such as gender or youth, into programs.

  • Strong expertise and understanding of public health and FP/RH issues in the the twenty-two (22) Office of Population and Reproductive Health priority countries.
  • Proven experience working on gender, particularly related to equitable access to information.
  • Experience overseeing the use of digital technology to promote dissementation and use of knowledge, including an understanding of social media and dissemination.
  • Deep understanding with the barriers to knowledge acquisition with local and regional sexual reproductive health and rights technical working groups and convening groups.
  • Must be comfortable in representing the program vis-à-vis various audiences and stakeholders, including government, donors, sub-grantees, multilateral. organizations, beneficiary communities, the media and civil society.
  • Exceptional written and oral communication skills, extensive computer skills, interpersonal and cross-cultural skills, and be highly motivated and organized.
