Technical Advisor I, Post-Primary Education

The Post-Primary Education team seeks a Technical Advisor I to provide technical, project management, and business development support to its post-primary education projects, including, but not limited to, the El Salvador Strengthening the National Education System program, funded by MCC.

The Technical Advisor will provide technical leadership to those designing, and implementing technical strategies, programs or tools in various areas post-primary education, building capacity in country-level, regional or global program staff. The Technical Advisor will assess current technical, scientific, managerial and operational efficiencies at the program, regional, or global levels as appropriate and will provide guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. The position will be expected to coordinate and work with a diverse group of organizations, such as; the Ministry of Education, several international and national development partner organizations, and donors such as Millennium Challenge Corporation, and USAID mission.

In addition to supporting project implementation, the Technical Advisor will participate in the design and development of proposals for the Post-Primary Education team, ensuring that design is sound and evidence-based.

Areas of Responsibility: 

Technical Support

  • With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity building of specific technical components of programs.
  • Provides broad global technical leadership and technical quality control to multiple components for moderate to complex programs.
  • Develops strategies and tools for the design and implementation of specific technical components.
  • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.
  • Participates in resource development activities.
  • Ensures the quality of implemented technical activities and systems at all levels.
  • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
  • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.

Project Management

  • Monitors timelines for technical activities and deliverables
  • Defines and develops solutions for major business or functional challenges.
  • Contributes to planning and making recommendations for department and project concepts, operations, and/or implementation.
  • Reviews, analyzes and evaluates the effectiveness of programs/projects and makes recommendations for enhancements.
  • Serves as a departmental resource on procedural, administrative and operational issues as needed.

Business Development Support

  • Contributes to all aspects of business development, including proposal capture, design, and development.
  • Conducts background research on technical strategies and writes proposal technical sections.
  • Develops staffing plans, past-performance statements, and budgets for proposals
  • Represents the organization to external entities at professional meetings and conferences.
  • Performs other duties as assigned.
Educational Background: 
Master’s degree in education, behavioral, or social sciences or its international equivalent.
Skills/Experience: 
  • 5-8 years of experience in management of large projects and/or programs.  
  • In-depth knowledge and experience in designing and implementing education project in developing countries.
  • Demonstrated experience with donor/client funded programs and corresponding regulations and communication styles.

Required Skills and Knowledge

  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Well-informed of current developments and best-practices in Post Primary Education.
  • Strong diagnostic, analytical and problem-solving skills.
  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.
  • Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.
  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.
  • Ability to scan an ever-changing, complex environment in anticipation of emerging crises and opportunities.
  • Strong skills in planning and risk resolution
  • Strong interpersonal communication skills
  • Fluency in English and Spanish preferred

Travel Requirements:

  • 10-25%
