PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation delivering 42 million treated mosquito nets and almost 19 million treatments for confirmed malaria cases in 2016.  More specifically, PSI supports national Ministries of Health to deliver improved malaria case management through public sector channels in partnership with the global fund, and is working with a number of other donors to harness the private sector to deliver quality assured diagnosis and treatment of fever.  Complimenting these service delivery programs with improved integrated reporting across all channels using DHIS II, today PSI supports countries that need it, to deliver a holistic malaria control program.

We are looking for a Surveillance, Monitoring and Evaluation (SME) Advisor to support a multi-country, multi-million-dollar malaria service delivery program to support service delivery across public, private and community channels, and shaping the future of malaria case management in a number of countries.

Areas of Responsibility: 

The SME Advisor oversees programmatic and technical aspects related to surveillance and monitoring and evaluation activities. The SME Advisor will coordinate with the donor, the country programs and other stakeholders to ensure the delivery of systematic and consistent technical assistance at all levels, and by all implementing partners. The SME Advisor will also coordinate efforts with other stakeholders to ensure that resources are efficiently used and to minimize duplication of efforts.

  • Ensure the application of global best practices in the generation and use of routine data for this project
  • Design data quality assurance mechanisms and validate data.
  • Support project team in a routine manner on data interpretation and promote regular use of data for program improvement.
  • Work with project’s staff to analyze routine monitoring data to provide evidence to develop impactful, innovative malaria service delivery interventions and ensure continuous improvement, with a particular focus on the use of programmatic dashboards for decision making.
  • Responsible for oversight of all M&E components of the project including project’s M&E Plan, annual work plans, quarterly reports, semi-annual and annual reports.
  • Design and implementation of innovative, near-real-time M&E tools to measure project impact that align with the project’s strategic goals and performance indicators.
  • Assist in the production of the project’s Data Quality Assessment and reports in compliance with donor and PSI rules and regulations on indicators, results and impact.
  • Coordinate data entry and processing and develop a data analysis plan per reporting requirements.
  • Build the M&E capacity of both local organizations and the government to design, implement, and monitor M&E activities, develop an M&E plan, and use malaria case management and surveillance data effectively across various levels of the health system.
  • Oversee design and implementation of operational research needs for the project.
Educational Background: 
At least a masters’ degree and preferably a PhD in public health, or in a related field;
Skills/Experience: 
  • A minimum of 10 years of senior-level experience in research or monitoring and evaluation of malaria interventions or other public health programs;
  • References will be required.
